The enclosed sewer review package is for+/- 2,996 LF of 8" C-900 and 60 LF of 8" DIP gravity sewer main, one duplex
pump station and +/- 620 LF of 6" C-900, 347 LF of 6" HDPE and 115 LF of 6" DIP sewer force main to serve Folkstone
Heights, a proposed 70-lot single-family residential development in Onslow County. These will be 4-bedroom homes.
The new 6" force main will connect to an existing 6" PLURIS force main located within the right-of-way of Folkstone
Road. The mains and pump station will be installed by the developer and owned and maintained by PLURIS. Enclosed

I Randy Hoffer certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Dear Mr. Gallarda
In accordance with your documentation received June 3, 2010, we are forwarding the corrected
Permit No. WQ0034485, dated June 4, 2010, to the Pluris, LLC for the construction and operation upon
certification of the subject wastewater collection system extension. This permit shall be effective from
the date of issuance until rescinded and shall be subject to the conditions and limitations as specified
therein. This cover letter shall be considered a part of this permit and is therefore incorporated therein
by reference.
This correction replaces the permit version dated January 15, 2010 and addresses existing commercial
connections that were granted a variance under the previous permit (WQ0017535) to operate with a
simplex pump station in lieu of a duplex station as required by State regulations. In addition, it clarifies
the allowance of residential connections via either gravity or pressure to existing sewer mains.
This permit describes a portion of the sewer system previously issued to North Topsail Utilities Incorporated
under a single, consolidated permit (WQ0017535) that will be voided upon issuance of the three new
permits that will ultimately be created. System changes are in the process of being designed for
implementation to increase the efficiency of the overall system that modeling has previously shown as
becoming degraded. In addition the residential flow reduction rate of 80 gpd/bedroom with a
minimum of 160 qpd that was granted on November 6, 2009 for systems on the mainland is being
applied where possible.
Please pay particular attention to Conditions 17 8 18 regarding connections to existing lines and existing
variances for identified commercial connections to utilize simplex pump station connections.
Please note the following standard conditions that are contained in this permit.
Condition 3: Requires that the wastewater collection facilities be properly operated and
maintained in accordance with 15A NCAC 2T .0403 or any individual system -wide
collection system permit issued to the Permittee.
Condition 6: Requires that the system be properly certified upon completion of construction
and prior to being placed into operation.
