Inspection Summary:
An inspection of the Island Beach Wastewater Treatment Plant, Permit Number W00000986, was performed on February
10, 2021 in order to verify compliance with the existing permit. Present during the meeting were Stanley (Lee) Buck,
(system ORC), as well as Megan Faulkner and myself (Bryan Lievre) with NCDEQ, DWR.
The collection system is equipped with three duplex pump stations under Permit Number WQCSD0634. The 101,460 gpd
WWTF System components (with flow in sequence below) include:
- Manually cleaned bar screen with 1" spacing's
- 50,000-gallon aerated flow equalization tank with:
o A 150 cfm blower
o Two 175 gpm transfer pumps
- Two 50,000-gallon aeration tanks with two 360 cfm blowers
- Two clarifiers at 8,873 gallons and 9,078 gallons, each
- Activated sludge system (flow from two clarifiers above) with:
o Two 12,500 anoxic basins with:
Two 5 Hp mixers (permitted but not installed)
Six dissolved oxygen monitoring systems
o Two 4,974-gallon aerated sludge holding tanks with two 360 cfm blowers (also used by 50,000 gal aeration tank)
o A 20,000-gallon sludge holding tank (converted from former flow equalization tank)
- A dual chamber 250,000 gpd Fluidyne FPP tertiary cloth media filter (3.6 gpm/filter chamber) with:
o An air compressor
o An air dryer
o A 1,500-gallon backwash tank with two 90 gpm alternating return pumps
- A flow splitter box
- Three in -line tablet chlorinators (installed in parallel) with dial -a -flow inlets
- A 3,500-gallon chlorine contact chamber
- A 4,000-gallon duplex dosing tank with:
o Baffle wall, weir and flow transducer
o Two 170 gpm dosing pumps
- A standby diesel powered generator
- A 0.10 acre high -rate infiltration system (Field 1) with:
o Four quadrants
o 1,388 nozzles at 0.5 gpm each
- A 0.16 acre high -rate infiltration system (Field 2) with:
o Four quadrants
o 1,512 nozzles at 0.5 gpm each
System seems to be well operated and maintained, although some corrosion was noted on access grates and some tanks.
Repairs for the tanks have reportedly been scheduled, but will require constant maintenance and repairs should be made for
any existing grates which require attention.
Mr. Buck was extremely knowledgeable of plant operations and was very helpful during the inspection. The facility is
compliant with Permit W00000986. Please review the comment sections of the inspection report for more details.

Comment: The two 5-Hp mixers approved were never installed in the anoxic basins, the drum filters have
been removed, the 10,500 gal field dosing tank taken out of service, the proposed 3,000 gal
chlorine chlorination tank never installed (as existinq CI tank is ok), and 247,000 ft^2 of preen
area for infiltration was never utilized. This infiltration area alonq with monitoring well MW-4 werE
proposed at 2410 W Fort Macon Rd and this property is currently occupied by a Dollar General
Store.

Comment: Treatment system currently operating at abut 15,000 gpd and about 75,000 qpd during
summer
months with peaks on July 4th weekends. MW-1 and MW-2 slightly
exceeded TSS limit of 500
mg/L for Q2 2020 & Q2 2019 (all results between 500-600 mg/L),
however no actions taken as
this may be considered typical for groundwater on barrier islands. NOVs issued for slight
exceedances (12.12 and 14.75 mg/L versus permit limit of 10 mg/L)

Comment: Debris from an overnight storm had been recently removed from the northern disposal
field.
Although each field is broken down into four quadrants, flow alternates between each field and
each quadrant at each field is typically kept open for even distribution. Monitoring
wells MW-1
and MW-2 were located and inspected during the recent visit. Each well was equipped
with a 6"
diameter outer PVC casing with cap. Wells are typically sampled by lab personnel.
