Under the terms of the SDIBR permit, groundwater within an established Compliance Boundary (generally surrounding the Quarry as depicted in Figure 1) is monitored on a semi-annual basis (during July and November) for chloride, total chromium, total iron, total nickel, pH, and total dissolved solids (TDS). Background Information The facility is currently operating under a 1999 Corrective Action Plan (I -CAP) for remediation of compounds of concern (COCs) I groundwater above standards by processes of natural attenuation pursuant to 15A NCAC 2L .0106(1). The COCs addressed by the I -CAP include chlorides, iron, pH, and TDS. The objective of the 1-CAP is to reduce COC concentrations which exceed groundwater standards at or outside of the compliance boundary established in the SDIBR permit by natural attenuation. The target cleanup concentrations for the COCs except total iron are the 2L standards. For total iron, the target cleanup concentrations are background levels established under a now -expired Special Order by Consent (SOC) agreement. Annual natural attenuation groundwater monitoring reports are submitted to the NC Department of Environmental Quality (DEQ) Division of Water Resources (DWR) to satisfy the I -CAP monitoring reporting requirements. 2923 South Tryon Street, Suite 100 3921 Sunset Ridge Rd, Suite 301 Charlotte, NC 28203 Raleigh, NC 27607 www.harthickman.com 704.586.0007 main j 919.847.4241 main Division of Water Quality December 18, 2020 Page 2 Immediate notification of elevated iron, chloride, and TDS concentrations and pH levels outside the 2L standard range was not made to DWR after receipt of the November 2020 analytical results because these conditions are already known to DWR and are addressed under the 1-CAP. Immediate notification of elevated chromium in MW-24/CPW-4D was not made after receipt of the November 2020 analytical results because this condition is attributable to the Plant Process Area (PPA) of the site and is already known to DEQ. Chromium impacts associated with the PPA are being managed under an Administrative Agreement (AA) for Voluntary Assessment and Remedial Action under the Inactive Hazardous Sites Branch (IHSB) Registered Environmental Consultant (REC) Program, DEQ ID NCD057454670. Because chromium is not a COC in the 1- CAP, if chromium concentrations are detected above the 2L standard in the compliance wells (other than MW-24/CPW-4D), the detections are reported to DEQ in accordance with the SDIBR permit. November 2020 Non -Compliance Summary Analytical results of the November 2020 SDIBR compliance monitoring event indicate total nickel was detected above the 2L standard of 100 micrograms per liter (µg/1) in the sample collected from compliance monitoring well MW-17/CPW-7S (723 µg/1). Total nickel is not a COC which is being addressed by the 1-CAP (discussed above). In accordance with Condition IV.12 of the SDIBR permit, non-compliance notification was made to the Division of Water Resources (DWR) Wilmington Regional Office via telephone on December 4, 2020, less than 24 hours after receipt of the analytical data. In addition, a non-compliance notification report was submitted to the DWR Wilmington Regional Office on December 7, 2020. Total nickel was also detected above the 2L standard in MW-17/CPW-7S (228 µg/1) during the July 2020 SDIBR permit -required groundwater monitoring. Non-compliance notification for the July 2020 detection was made to the DWR Wilmington Regional Office via telephone and email on August 4, 2020, and a non-compliance notification report for the July 2020 detection was submitted to the DWR Wilmington Regional Office on August 7, 2020. Well MW-17/CPW-7S is located within the review boundary along the eastern perimeter of Quarry Section 1 between the PPA of the site and the Quarry (Figure 1). Residual solids generated by the Elementis Chromium Castle Hayne Manufacturing Facility's wastewater treatment plant (W WTP) are currently disposed in Quarry Section 2, and therefore not in the area of well MW-17/CPW-7S. Compliance monitoring samples have been analyzed for total nickel during only those compliance monitoring events completed after issuance of the SDIBR permit (i.e., since November 2016). With the exception of the total nickel detections in MW-17/CPW-7S during July and November 2020, total nickel has been detected in only one other compliance sample (below the 2L standard at a concentration of 81 µg/1 in the November 2018 sample from Upper Aquifer well MW-3/CPW-15S). A potential source of the nickel detections in MW-17/CPW-7S is not known at this time. Residual solids are not actively disposed in Quarry Section 1 which is located immediately west of MW- 17/CPW-7S between the well and Quarry Section 2 (where residual solids are actively disposed). In addition, nickel is not a COC in PPA groundwater. As previously mentioned, total nickel has not been detected above the 2L standard in SDIBR permit compliance wells prior to July 2020. Based on this information, the nickel concentrations detected in MW-17/CPW-7S appear limited in extent and of low risk to potential receptors. We believe that further evaluation of nickel concentrations in the well is warranted prior to considering additional assessment or remediation activities. Therefore, in the December 7, 2020 non-compliance monitoring report, we recommended that a sample be collected from MW-17/CPW-7S for analysis of total nickel during March 2021 (i.e., prior to the next SDIBR permit -required sampling event in July 2021). After receipt of the March 2021 nickel data, recommendations for additional sampling and/or alternative actions will be proposed, if warranted based on the results of the sample analyses.
