General Information Facility/System Names: Wastewater Treatment -Facility (WWTF) at Marine Corps Auxiliary Landing Field (MCALF) Bogue Responsible Entity: United States Marine Corps Operator in Responsible Charge/Contact: Jeffery Clayton/Timothy Lawrence Applicable Permit: WQ0004240 Description of Collection System or Treatment Process: MCALF Bogue: 6,570,000 gallons per year (over a 12 month consecutive period) wastewater treatment and spray irrigation with a either 60 inch or 75.34 inch per year (over a 12 month period) loading application limit on the three fields. II.Performance Text Summary of System Performance for Calendar Year (CY) 2020: MCALF Bogue operated within permit conditions throughout CY 2020. The facility treated a 12 month flow total of 2,864,610 gallons and applied a total of 3,775,200 gallons to surface application through spray irrigation at a 12 month loading total of 34.68 inches on field 1 and 34.73 inches on field 2. Field 3 is not yet in service. The facility was last evaluated for compliance on March 13, 2019 and found to be compliant. List (by month) any violations permit conditions or other environmental regulations. Monthly lists should include discussion of any environmental impacts and corrective measures taken to address violations. No violations of the permit were reported or received during CY 2020. III. Notification The following "News Brief" is scheduled to be announced to the MCAS Cherry Point community no later than March 1, 2021. II . Performance Text Summary of System Performance for Calendar Year (CY) 2020: MCOLF Atlantic operated within permit conditions throughout CY 2020. The facility treated a total measured influent of 470,995 gallons and applied a total of 1,397,790 gallons to surface application through spray irrigation at a 12 month loading total of 37.29 inches on field 1 and 33.91 inches on field 2 and 21.14 inches on field 3. The facility was last evaluated for compliance on August 18, 2017 and found to be compliant. List (by month) any violations permit conditions or other environmental regulations. Monthly lists should include discussion of any environmental impacts and corrective measures taken to address violations. No violations of the permit were reported or received during CY 2020. III. General Information Facility/System Names: WWTF Piney Island (Bombing Target (BT)-11) Responsible Entity: United States Marine Corps Operator in Responsible Charge/Contact: Jeffery Clayton/Timothy Lawrence Applicable Permit(s): WQ0007217 Description of Collection System or Treatment Process: Piney Island (BT-11): 1,750 Gallons per Day (GPD) wastewater treatment and spray irrigation with a 45.6 inch per year (over a 12 month period) loading application limit. II . Performance Text Summary of System Performance for Calendar Year (CY) 2020: Piney Island (BT-11) operated within permit conditions throughout CY 2020 except as noted below. The facility treated a total measured influent of 315,475 gallons and applied a total of 164,200 gallons to surface application through spray irrigation at a 12 month loading total of 5.25 inches. The facility was last evaluated for compliance on August 18, 2017 and found to be compliant. The irrigation fields are considered non -compliant based on a field assessment performed on 6 December 2012. The facility is to be re- evaluated with alternative disposal practices recommended. List (by month) any violations permit conditions or other environmental regulations. Monthly lists should include discussion of any environmental impacts and corrective measures taken to address violations. No violations of the permit were reported or received during CY 2020. III. II.Performance Text Summary of System Performance for Calendar Year (CY) 2020: The Conjunctive Reclaimed Water System operated within permit conditions throughout CY 2020 with the following amounts applied (by month) : January: Reuse water applied to Golf Course for the month.totaled 1,607 gals. February: Reuse water applied to Golf Course for the month totaled 301 gals. March: Reuse water applied to Golf Course for the month totaled 670 gals. April: Reuse water applied to Golf Course for the month totaled 891 gals. May: Reuse water applied to Golf Course for the month totaled 1,801 gals. June: Reuse water applied to Golf Course for the month totaled 3,946 gals. July: Reuse water applied to Golf Course for the month totaled 544,200 gals. August: Reuse water applied to Golf Course for the month totaled 207,000 gals. September: Reuse water applied to Golf Course for the month totaled 416,000 gals. October: Reuse water applied to Golf Course for the month totaled 245,400 gals. November: Reuse water applied to Golf Course for the month totaled 145,200 gals. December: Reuse water applied to Golf Course for the month totaled 21,900 gals. The facility was evaluated for compliance on August 18, 2020 and found to be compliant. General Information Facility/System Name: MCAS Cherry Point Responsible Entity: United States Marine Corps Operator in Responsible Charge/Contact: Donte Johnson/Timothy Lawrence Applicable Permit(s): WQCS00067 Description of Collection System: 56.9 miles of gravity sewer, 30.1 miles of force main, 12 simplex pump stations and 62 duplex pump stations.conveying approximately 650 million gallons annually of domestic and pre-treated industrial sewage to the MCAS Cherry Point wastewater treatment plant which is operated under NPDES Permit NC0003816. II.Performance Text Summary of System Performance for Calendar Year (CY) 2020: The collection systems was operated within permit conditions throughout CY 2020. The facility was last evaluated for compliance on August 16, 2017 and found to be non -compliant due to failure to inspect pump stations not connected to telemetry daily. MCAS Cherry Point is conducting daily inspections and recording the site visits in a log and has established a project to connect the pump stations to telemetry. List (by month) any violations of permit conditions or other environmental regulations. Monthly lists should include discussion of any environmental impacts and corrective measures taken to address violations. No violations of the permit were reported or received during CY 2020. III. General Information Facility/System Name: MCAS Cherry Point Responsible Entity: United States Marine Corps Operator in Responsible Charge/Contact: Patricia T. Davis/Timothy Lawrence Applicable Permit(s): NCO003816 Description of Collection System or Treatment Process: 3.5 million gallons per day (MGD) tertiary wastewater treatment plant consisting of Biological Nutrient Removal, secondary clarification, mechanical disk filtration, and UV disinfection with discharge to the Neuse River, which is classified Class SB-SW NSW in the Neuse River Basin. II . Performance Text Summary of System Performance for Calendar Year (CY) 2020: The MCAS Cherry Point WWTP operated within permit limits for CY 2020 except as noted below. The facility reported a total measured effluent of 589 million gallons and a total nitrogen discharge of 21,823 pounds for CY 2020. The facility was last evaluated for compliance on August 18, 2020 and found to be compliant. List (by month) any violations of permit conditions or other environmental regulations. Monthly lists should include discussion of any environmental impacts and corrective measures taken to address violations. May 13, 2020: Reported non-compliance for exceedance of enterococci related to a discoloration of the wastewater that impacted the effectiveness of the ultraviolet (UV) disinfection process. The discoloration was a result of.a release of cyanide laden wastewater from a triple rinsing process to clean totes by an industrial tenant. This rinse water was directly released to the industrial sewer to our industrial wastewater pre-treatment plant (IWTP) where it was diverted to clarifiers for treatment to avoid a pass through. No exceedances of our established pretreatment limit for cyanide occurred. A Notice of Violation letter, NOV-2020-LV-0517, was issued by NCDEQ for the parameter exceedance on September 8, 2020. July 2020: Reported several instances of non-compliance for exceedance of the daily maximum limit for enterococci on July 20 and 21. Plus an exceedance of the geometric mean for the monthly of July 2020. The exceedances were.determined to be caused by a backflow issue from the holding tank of the reclaimed water irrigation system that was'allowing biological growth in the tank to leak by and impact the samples from the post aeration basin. A Notice of Violation letter, NOV-2020-LV-0654, was issued by NCDEQ for the parameter exceedances on January 26, 2021. III.
