SUBJECT: Bioassay Compliance Inspection Report
Canton Mill
NPDES WW Permit No. NC0000272
Haywood County
Dear Permittee:
On 12/11/2018 & 12/13/2018, a Bioassay Compliance Inspection of the Evergreen Packaging WWTP was
conducted. This inspection was conducted to split samples with the facility for the chronic Ceriodaphnia
dubia toxicity tests. All samples resulted in a pass and were found compliant. The assistance of Mr. John
Pryately during this event was appreciated.
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.
If you should have any questions, please do not hesitate to contact me with the Water Quality Regional
Operations Section in the Asheville Regional Office at 828-296-4500 or via email at tim.heim@ncdenr.gov.

Tim Heim of the Asheville Regional Office performed a Bioassay Compliance Inspection on December
11th and 13th, 2018 for chronic toxicity. John Pryately (ORC), and John Frazier(Water and
Wastewater Manager)of Evergreen Paper were present at the time of the inspection. The facility
appeared well maintained and operated at the time of the inspection, and in compliance with Permit
NC0000272.
No violations of permit requirements or applicable regulations were observed during this inspection.
This sampling event result was reported as a pass by the Central Toxicity Lab in Raleigh for chronic
multi-concentration toxicity.

Subject: Whole effluent toxicity test results
Evergreen Packaging
NPDES Permit# NC0000272/001
Haywood County
The aquatic toxicity test using flow proportional composite samples of effluent discharged from the
Evergreen Packaging has been completed. Evergreen Packaging has a permitted discharge of 29.9 million
gallons per day (MGD) to the Pigeon River (7Q10 of 52 CFS). Whole effluent samples were collected on
December 11 and December 13 by Tim Heim for use in a chronic Ceriodaphnia dubia multi-concentration
toxicity test. The test using these samples resulted in a pass with a Chronic Value (ChV) of>100%. Toxicity
test information follows.
Test Type 3-Brood Ceriodaphnia dubia chronic multi-concentration
Test Concentrations 0, 45, 75, 90, 95, 100%
Test Result ChV= >100%(Pass)
Control Survival 100%
Control Mean Reproduction 29.0 neonates
Test Treatment Survival 100%at 75, 90, 100, and 90%at 45 and 95%concentration
Treatment Mean Reproduction 26.7 neonates in 90%(90%is permit limit)
First Sample pH 8.47 SU
First Sample Conductivity 2.71 millimhos/cm
First Sample Total Residual Chlorine 0.17 mg/L*
Second Sample pH 8.15 SU
Second Sample Conductivity 2.74 millimhos/cm
Second Sample Total Residual Chlorine 0.16 mg/L*
Test results for the above samples indicate that the effluent would not be predicted to have water quality
impacts on receiving water. These samples were split with ETS, Inc. The test conducted by ETS, Inc. also
passed with a ChV>100%. Please contact us if you have any questions or if further effluent toxicity
monitoring is desired. We may be reached at (919) 743-8401.
* Sample is non-chlorinated. Chlorine readings are likely interference from other substances.
