Yes ❑ No ❑ Unknown * General Description of Project This project proposes to improve SR 1500 (Midway Road) and SR 1401 (Galloway Road) between US 17 Bypass and NC 211 near Bolivia in Brunswick County The proposed improvements include the realignment of SR 1500 (Midway Road) and SR 1401 (Galloway Road) into one facility at the intersection with US 17 Business (Old Ocean Highway) Design Data hour (mph) Structure Inventory (Bridges RCBC Walls etc) There are six (6) structures on the existing facility three (3) of which are bridges (Bridges # 23 25 and 104) These three bridges have sufficiency ratings of 6 6 and 5 respectively and have all been designated as structurally deficient Bridge #25 is proposed to be replaced independently of this project as part of a design build contract under the 17BP State Funded Bridge Replacement program utner i it Projects in the Area 1) R 5021 Proposes to widen NC 211 from SR 1500 (Midway Road) to NC 87 and is currently in the planning stages The purpose of this project is to increase capacity along NC 211 2) R 2245 Recently completed and opened to traffic involved the construction of a second bridge to Oak Island and had its project terminus at the intersection of SR 1500 (Midway Road) and NC 211 This project was constructed to relieve traffic to the existing NC 133 road and bridge by adding capacity at a second access point on the island increase safety provide an additional hurricane evacuation route and provide an alternate evacuation route away from Sunny Point Military Terminal and the Brunswick Steam Electric the proposed project is based on the following deficiencies Operational Improvements There are several locations along this project where the existing horizontal and vertical alignments do not meet current standards The proposed improvements include upgrading the existing two lane facility to current standards for horizontal and vertical alignments in addition to the realignment and possible signalization of the intersections of SR 1500 (Midway Road) and SR 1401 (Galloway Road) with US 17 Business into one intersection As part of this proposed project all structurally insufficient bridges will be replaced as well Emergency Response & Evacuation This corridor provides connections to NC 211 and US Highway 17 Bypass both designated hurricane evacuation routes As observed during post storm conditions other similar facilities in the area such as NC 211 NC 87 and NC 133 have a history of flooding problems which can hamper emergency response SR 1500 (Midway Road) on the other hand is typically found to be one of the least flood prone facilities in the area with elevations ranging from 25 to 50 feet above mean sea level thus providing a much needed exit valve for evacuation traffic as well as a reliable artery for emergency responders between NC 211 and US 17 Bypass Additionally a plume exposure pathway Emergency Planning Zone (EPZ) for the Brunswick Nuclear Plant has been delineated as a 10 mile radius around the plant for evacuation planning and protection during radiological emergencies Approximately 3/ of the subject project is included in the EPZ Progress Energy operates a shelter in Bolivia near the northern project terminus as well as an Emergency Operating Facility (EOF) at the Brunswick County Government Center During events travel is required on Midway Road between the EOF the government center and the power plant Draft Project Purpose The purpose of this project is to make operational improvements along SR 1500 (Midway Road) and SR 1401 (Galloway Road) between US 17 Bypass and NC 211 It is anticipated that by upgrading this facility the safety and the suitability of SR 1500 (Midway Road) /SR 1401 (Galloway Road) to handle post storm and replaced as well Alternative 2 Widen the existing two lane facility to a four lane median divided facility This proposed alternative includes the realignment and possible signalization of the
