SUBJECT: Request for Scoping Comments —Johnson Street/Sandy Ridge Road Improvement Project from
I-40 to Skeet Club Road, High Point and Guilford County
NCDOT STIP Project U-4758
The City of High Point, in cooperation with the North Carolina Department of Transportation (NCDOT) and the
Federal Highway Administration (FHWA), proposes to make improvements to Johnson Street/Sandy Ridge Road in
the City of High Point, Guilford County. This corridor is a vital north-south arterial in the northern High Point
planning area. The purpose of the project is to improve traffic flow and enhance mobility for multiple modes of
travel along the corridor. A map of the project study area is attached.
The study will investigate a variety of improvement options for the existing two-lane facility. The City's vision for
the corridor is an aesthetically pleasing facility that addresses multiple transportation modes and that is sensitive to
the rural character and natural and community resources of the area. This vision will be considered in the
alternatives development process. A No-Build Alternative also will be considered for the project.
The purpose of this letter is to solicit input concerning the scope of the project. To assist in our evaluation of this
project, please respond in writing by July 15, 2012 concerning any needs and goals to be addressed, sensitive
resources in the project study area, and potential beneficial or adverse impacts of the project relating to the interest
of your agency or organization. If applicable, please identify any permits or approvals that may be required by your
agency.

Draft Project Need — Johnson StreeUSandy Ridge Road is a vital north-
south arterial in the City of High PoinYs northern planning area. The
following needs are based on anticipated growth in northwest High
Point and other evaluations documented in previous studies:
• The need to improve traffic flow and enhance mobility for multiple
modes of travel along the corridor.
Other desirable outcomes of the project include 1) providing an
alternative route to access Piedmont Triad International Airport (PTIA)
and 2) improve connectivity and efficiency at intersections by realigning
secondary roadways.
