Associates, Inc (KHA) DATE May 1, 2012 SUBJECT Pre - Construction Notification Support Document PROJECT Phase II Heroes Manor Residential Development at Camp Lejeune Onslow County, North Carolina KHA# 116319003 The following information is provided as a support document to the Pre Construction Notification (PCN) Form (Version 14 January 2009) for the referenced project Based on the nature of the proposed project and resulting impacts we believe the project qualifies for coverage under Nationwide Permit 33 — Temporary Construction (NWP 33) The proposed project involves temporary impacts to forested wetlands from the construction of a temporary road crossing associated with Phase II Heroes Manor Project and Site Description (Section B 3 of the PCN Form) The proposed project site is approximately 84 acres of land located within Marine Corps Base (MCB) Camp Lejeune in Onslow County North Carolina The location of the proposed project site is shown in Figures 1 and 2 The proposed project involves the construction of a residential development consisting of 220 homes and associated recreational areas and infrastructure on approximately 84 acres of which approximately 69 acres will be disturbed The overall purpose of the proposed project is to provide adequate housing for enlisted military personnel living on the base As part of the project a temporary construction road is proposed to provide construction access separate from residential developments The temporary construction road will utilize an existing cell tower road located to the north of the project site The cell tower road will be temporarily extended through wetlands to the project site Typical construction equipment that is expected to be used to construct the temporary haul road consist of a track excavator that will be used to remove tree stumps dump trucks for delivery of the stone and a track dozer that will spread the stone after it has been dumped All of these types of construction equipment are well equipped to work in these types of areas without causing excessive compaction or rutting The proposed project site is currently undeveloped and wooded A review of the topographic survey shows grades on the site ranging from elevation 15 to elevation 28 The site generally has 0 to 4% slopes A wetland delineation of Camp Lejeune was confirmed by the US Army Corps of Engineers in correspondence dated March 16 2009 The delineation identified a perennial stream located within the southern portion of the proposed project area The stream is an unnamed tributary to the New River (Morgan Bay) In addition a large forested wetland area is located along the northeastern and eastern property limits and to the south of the project site The US Fish and Wildlife May 1 2012 Page 2 of 5 Service (USFWS) National Wetland Inventory (NWI) mapping designates these wetlands as palustrine forest needle leaved evergreen wetlands that have a hydrologic regime of saturated and are partially drained/ditched (PF0413d) A copy of the COE confirmation is attached The adjoining property to the northwest is currently being developed as a residential community consisting of 340 homes approximately 6 playgrounds and a community clubhouse In addition an elementary school which is currently open and operational is located within the development The adjacent land to the south is undeveloped and wooded Additional land use within the project vicinity consists of institutional residential recreational and training areas 2 Project History (Section B 5b) Phase I of Heroes Manor at Camp Lejeune is located to the northwest of the proposed project site and is currently under construction The residential portion of Phase I did not require water quality permits from the COE or NC Division of Water Quality (DWQ) 3 Future Protect Plans (Section B 6b) An Environmental Assessment (EA) entitled EA for Phase IV and Phase V Military Family Housing Public Private Venture at MCB Camp Lejeune has been prepared for the construction of approximately 850 family housing units for enlisted military personnel and two Department of Defense Education Activity (DoDEA) Schools at MCB Camp Lejeune However at this time there are no ongoing or planned design efforts or identified need for additional housing or the additional school 4 Proposed Impacts Inventory (Section C) A temporary access road will also be constructed as part of the project and will utilize the existing cell tower road located to the north of the project site The existing cell tower road stops short of the wetlands The cell tower road /temporary access road will be extended through the wetland system located along the northeastern property limits to the project site The road is 24 feet wide through the wetlands plus an additional 10 feet on either side to allow for construction Permanent access to the development will be gained through the existing residential community to the northwest The purpose of the temporary access road is to provide construction vehicles with separate access to the site during construction so that construction vehicles do not traverse the existing residential development and school site creating an unsafe traffic and pedestrian situation It is anticipated that the temporary road crossing will remain in place for 24 to 30 months Upon completion of construction the road crossing will be removed pre construction contours will be restored and the area will be permitted to naturally revegetate The temporary road crossing will result in 0 25 acre of temporary impacts to forested wetlands (PF04Bd) The temporary road crossing is shown on Figure 4 5 Impact Justification and Mitigation a Avoidance and Minimization (Section D 1) Residential Development During the design of Phase II Heroes Manor all practicable measures were taken to avoid and minimize impacts to wetlands and waters All homes lots playgrounds stormwater ponds and permanent roads are located in uplands May 1 2012 Page 3 of 5 The stormwater management (SWM) pond outfalls were redesigned to avoid impacts to wetlands and associated upland buffers The previous design incorporated the construction of an outfall and ditch from the stormwater management pond located within the southern portion of the project to the existing stream The design has been revised to include a level spreader — vegetative filter strip (LS VFS) to provide diffuse flow through the buffer Temporary impacts were also associated with the outfall from the temporary sediment basin Similarly to the outfall from the SWM pond the design has been modified to move the outfall upstream of the buffer in order to provide diffuse flow through the buffer Temporary Construction Access Road The only impacts to wetlands and waters from the proposed project are temporary impacts to forested wetlands associated with the temporary construction access road As described above the existing cell tower road will be extended into the project site to allow for project construction Alternative construction access routes to the site were evaluated as shown on the attached Alternatives Analysis Figure The project site is bordered to the east and south by wetlands and a stream No existing access roads are located to the east or southeast of the project site from Stone Street In addition two schools are located between the project site and Stone Street Access from Stone Street would require the installation of a substantial amount of new road to the south of the schools and two wetland/stream crossings (Alternative A) The wetland crossing to the southeast of the project site would occur at a wider portion of the wetlands and therefore would not result in minimization of impacts The use of the electnc utility easement located to the west of the site was also evaluated (Alternative B) The easement consists of cleared grass area and would require improvements along its entire length to the site ( -4 000 linear feet) In addition the use of the easement would necessitate two stream crossings along the southern portion of the site and may also require impacts to wetlands within the easement Utilizing a portion of the electric utility easement by gaining access to the easement from the west was also reviewed as an alternative to avoid wetlands and stream impacts (Alternative C) However this would require utilizing the road system within officer housing for construction traffic which would be unacceptable to the base for traffic and safety purposes Given the required improvements to use the easement stream and wetland crossings and potential traffic and safety issues the alternative of utilizing the electric utility easement is not practicable Gaming access to the site from the north would require construction traffic through a residential development and school site (Alternative D) As described above this alternative is not practicable given the safety issues The proposed access via the existing cell tower road located to the north of the project site (Alternative E) presents the least damaging practicable alternative while meeting the purpose of the project to provide temporary and stabilized The applicant is proposing the purchase of credits at a 1 1 ratio to compensate for temporal loss of wetland function The Hofmann Forest Wetland Mitigation Bank (HFWMB) will be utilized to obtain 0 25 non riparian credits 6 Temporary Wetland Impact Restoration The temporary construction access road will result in temporary impacts to 0 25 acre of forested wetlands The construction of the road through wetlands will involve the installation of appropriate erosion and sediment control measures clearing as necessary within the roadway footprint and installation of geotextile fabric 24 inch thick stone and geogrid It is anticipated that the proposed road will be in place for 18 to 24 months Prior to the commencement of construction photographs of the temporary impact area will be
