Andrew Moore Please give a brief project description below. This PCN is being submitted after the fact for emergency bank stabilization work (NWP-3). This is an emergency bank stabilization project along the French Broad River in Marshall, NC just downstream of the Capitola Dam on river right looking downstream. We had a field meeting with Andrew Moore (NCDEQ) in Marshall Friday February 5, 2021. We also had a conference call with Brandee Boggs (USACE), and Andrea Leslie (NCWC) on February 10th, and a field meeting with same Friday February 12, 2021. Due to a failure in a few riser boards on the Capitola Dam, high velocity water that was directed at a concrete river bank wall resulted in a bank failure. This bank failure was compromising Norfolk Southern's rail line. French Broad Electric Cooperative temporarily lowered additional riser boards to relieve water pressure and velocities to the bank failure. Norfolk Southern installed large boulders where the concrete bank wall had fallen into the river to prevent further loss of soil materials adjacent to the railroad. Temporary sheet piles were driven approximately 10-15 feet into the ground about 3 feet from the rail road tracks to further stabilize the tracks. Additional stabilization work being conducted at the bank failure includes the falling: • Partially excavate the existing fill and remove spoils behind the existing concrete wall while releasing as little into the waterway as necessary to satisfy the USACE. • Strategically remove and/or push over sections of the existing concrete wall that have already failed and backfill with additional rip rap. • Timeline Constraint: French Broad River Coop (FBRC) has helped NS complete the work by keeping metal riser plates in a lowered position temporarily. This shifts the concentrated flow of the river out away from the bank. FBRC needs to return their risers upright to limit the long-term impacts to their power generation capability. NS is seeking to complete all emergency stabilization work as quickly as possible. • Rock will be placed using rail car air dumps, front end loader and excavator. • Affected section will be roughly 100 cubic yards of fill over a section of roughly 10OLF along the existing wall at three general locations. The cross sectional area affected will be a 1:1 sloped section measured roughly 8' back and 8' deep from the existing concrete wall — some of this fill has already been removed. These locations are: o Up to 25' on downstream side of the fill section that has failed where rip rap has already been placed, and up to 75' upstream of same location. o Section further up between existing failure filled with rip rap and where the dam meets the existing concrete wal I • All excavated fill material wi11 be temporarily stockpiled in an upland staging area owned by Norfolk Southern just south of the project site. Appropriate sediment controls including sediment fencing wi11 be installed around fill material. Fill material will be ultimately moved to a permanent upland fill area and stabilized.
