On behalf of the Town of Goldston we are requesting authorization from the USACE to use NWP 12
for o o99 acres of permanent wetland impacts o o99 acres of temporary wetland impacts 138 if of
permanent stream impacts and 421 if of temporary stream impacts associated with the construction
of the gravity sewer forcemain and pumpstation We are also requesting a 401 Water Quality
Certification from NCDWQ for proposed impacts to jurisdictional wetlands and streams
The proposed sewer corridor consists of 37 000 if of gravity sewer and 35 000 if of forcemain The
gravity sewer network is located within the Town of Goldston (35 601264 °N 79 3316o6 °W) and will
flow in a southeastern direction through the proposed forcemain where it will tie into an existing City
of Sanford forcemain located approximately 19oo if east of Cumnock Road (35 543017 °N
79 240761 °W) The sewer corridor is located within the Cape Fear River Basin (HUC 03030003) and
crosses tributaries to Cedar Creek a tributary to Patterson Creek a tributary to Deep River as well as
crossing Deep River and Big Buffalo Creek The Water Quality Classifications and stream index #s

The purpose of the project is to provide a centralized gravity sewer collection system for the Town of
Goldston and a pump station and force main to convey the collected municipal wastewater to an
existing City of Sanford forcemain to be treated within the City of Sanfords Watewater Treatment
Plan The installation of the approximately 37 000 if of 8 inch gravity sewer 200 gpm pump station
and 35 000 if of 6 inch forcemain will allow the elimination of approximately 18o failing septic tanks
that currently serves the residences and commercial businesses in the Town as well as an NPDES
discharging septic tank sand filter system for the JS Walters Elementary School

The sewer corridor will have a io permanent maintenance corridor through the wetlands and some
streams within the sewer alignment The io permanent maintenance corridor through jurisdictional
features will be constructed using rip rap to provide a permanent stable access road
Project History
Wetlands and streams within the proposed corridor were delineated by Withers & Ravenel in
February of 2011 Information supporting the wetland delineation for the proposed wetland impact
areas has been provided as an appendix For the purpose of this application we are requesting a
Preliminary Jurisdictional Determination for the wetlands within the proposed impact areas only
Proposed Impacts
The proposed impacts consist of o o99 acres of permanent wetland impacts o 99 acres of
temporary wetland impacts 138 if of permanent stream impacts and 421 if of temporary stream
impacts The proposed permanent wetland and stream impacts will result from the placement of
rip rap within wetlands and streams for the construction of a 10 permanent maintenance corridor to
provide access after the gravity sewer and forcemain have been installed The 10 permanent
maintenance corridor at stream crossings will be constructed by placing rip rap across the bottom of
the stream to provide a ford The proposed rip rap will be placed in a manner that will not impede
flow and will allow passage of aquatic life during low flow events
The proposed temporary wetland and stream impacts are necessary for the temporary construction
corridor during installation of the sewer pipe
Avoidance and Minimization
Prior to the design of the sewer corridor alignment a detailed wetland delineation was completed
for a loo wide corridor so that Impacts to wetlands and streams could be minimized A preliminary
review of the proposed corridor was also conducted with project engineers and environmental
scientist to Identify environmental constraints (I a wetlands and streams) Following the review the
final alignment was designed to minimize Impacts to wetlands and streams The gravity sewer and
forcemaln alignments were designed within existing ROW s where possible to minimize wetland and
stream Impacts
Wetland and stream Impacts were avoided when possible However due to the location of wetlands
and streams within the corridor Impacts could not be avoided completely
The proposed stream crossings were designed to cross the streams at as close to perpendicular as
possible However all streams could not be crossed at a perpendicular angle due to the natural
topography of the area as well as design constraints for a gravity sewer system The gravity sewer
was designed with two main lines that run downhill along the two main tributaries that flow through
the Town of Goldston The gravity sewer network then runs down all smaller draws to connect to the

two main sewer lines The gravity sewer had to be`designed to touch each parcel with a septic tank
in order to provide mandatory hook ups to bring these parcels on line to eliminate the septic tanks
The gravity sewer was designed to be located a minimum of 15 from all streams with the exception
of the stream crossings All stream crossings could not be designed to cross at perpendicular
angles because the angles of gravity sewer lines should not be more than 6o° from a manhole in
order to maintain adequate flow streams and prevent backups This is why the stream crossings
shown on Impact Exhibits 8 9 10 20 & 21 are not perpendicular crossings
Permanent stream impacts were also minimized by designing the rip rap fords for the io permanent
maintenance corridor only within streams in strategic locations where there was not adequate
access to the sewer corridor from other points on both sides of the streams It should also be noted
that the forcemaln crossing at Deep River will be directional drilled to avoid stream impacts
completely at this crossing
Mitigation
Because the proposed permanent wetland impacts are less than o 10 acres and the proposed
permanent stream impacts are less than 150 if mitigation is not currently proposed
The current request is for o o99 acres of permanent wetland impacts o o99 acres of temporary
wetland impacts 138 if of permanent stream impacts and 421 if of temporary stream impacts (see
the attached maps and PCN for details)

with project engineers and environmental scientist to identify environmental constraints (i a wetlands and streams) Following
the review the final alignment was designed to minimize impacts to wetlands and streams The gravity sewer and forcemain
alignments were designed within existing ROW s where possible to minimize wetland and stream impacts
Wetland and stream impacts were avoided when possible However due to the location of wetlands and streams within the
corridor impacts could not be avoided completely
The proposed stream crossings were designed to cross the streams at as close to perpendicular as possible However all
streams could not be crossed at a perpendicular angle due to the natural topography of the area as well as design constraints
for a gravity sewer system The gravity sewer was designed with two mainlines that run downhill along the two main
tributaries that flow through the Town of Goldston The gravity sewer network then runs down all smaller draws to connect to
the two main sewer lines The gravity sewer had to be designed to touch each parcel with a septic tank in order to provide
mandatory hook ups to bring these parcels on line to eliminate the septic tanks The gravity sewer was designed to be
located a minimum of 15 from all streams with the exception of the stream crossings All stream crossings could not be
designed to cross at perpendicular angles because the angles of gravity sewer lines should not be more than 60 from a
manhole in order to maintain adequate flow streams and prevent backups This is why the stream crossing shown on Impact
Exhibits 8 9 10 20 & 21 are not perpendicular crossings
Permanent stream impacts were also minimized by designing the rip rap fords for the 10 permanent maintenance corridor
only within streams where there was not adequate access to the sewer corridor from other points on both sides of the
streams It should also be noted that the forcemain crossing at Deep River will be directional drilled to avoid stream impacts
completely at this crossing
