SUBJECT Action ID No SAW 2010 01797 Department of the Army permit request
1 Please reference your request for a Department of the Army authorization and a State Water
Quality Certification to impact 2 61 acres of wetlands and 207 linear feet of stream associated
with the construction of a Maintenance Hangar P683/P687 Parking Structure and airfield
Service Roads on Marine Corps Air Station New River Onslow County North Carolina
2 At the conclusion of the thirty day public notice period we received two comment letters
(attached) one from the United States Fish and Wildlife Service ( USFWS) and one from the
North Carolina Wildlife Resources Commission (NCWRC) in reference to the proposed project
The USFWS had no objection to the current proposal while the NCWRC requested more
information concerning possible minimization efforts The Corps has not received any other
agency or public comments to date
3 To date the design firm has provided feedback concerning minimization efforts considered
Most recently the Corps has received information regarding alternative designs of the infiltration
basin However it appears that rationale for the placement of the infiltration basin is based
partly on the State s Stormwater permit issued on April 13 2010 Please be reminded that the
State s permit status would not necessarily dictate which configuration would be considered
practicable Practicability considers cost technology and logistics and therefore any
alternative basin designs should be viewed from these standards and not dust whether a current
(State) permit exists
4 Our administrative process provides you the opportunity to propose a resolution and/or rebut
any and all objections and comments before a final decision is made In this regard I would
appreciate being made aware of your intentions in writing on or before June 7 2012
