This email is in follow up to our phone conversation regarding the 401 WQC that was issued for the Columbus County
Municipal Airport Project (DWQ Proj #1996- 0975v3). The 401 WQC authorizes 16.57 acres of permanent wetland
impacts and 30 If of permanent stream impacts and required mitigation at a 2:1 ratio. As discussed in our phone
coversation, the wetland impacts total has changed as a result of coordination with the Corps of Engineers. The Corps of
Engineers also approved a 1:1 mitigation ratio for wetland impacts. Below is a synopsis of the coordination with the
Corps.
On February 23, 2012, the Corps of Engineers issued a letter requesting more information for the proposed project, see
attached. As a result of the Corps request for additional information, a site visit was held with Dave Bailey with the Corps
of Engineers in order to conduct an NCWAM assessment of the proposed impact areas. The result of the NCWAM
determined the wetlands to be riparian, but also determined that the functional value of the wetland areas proposed for
impact to be low.
Talbert & Bright submitted a response to the Corps of Engineers on April 2, 2012. An electronic copy of this response
was provied to you via email on April 16, 2012. As a result of the low functional value of the wetland impact areas,
the Talbert & Bright proposed a mitigation ration of 1:1.
In a letter from the Corps, dated April 3, 2012 (see attached), the Corps of Engineers agreed with Talbert & Bright's
request for a 1:1 mitigation ratio for wetland impacts due to the low functional value of these areas as determined by
NCWAM. The letter from the Corps addressed several wetland areas being severed from the larger contiguous
wetlands as a result of the proposed parallel taxiway. The Corps requested that Talbert & Bright demonstrate how the
hydrologic link will remain between these areas and the larger, contiguous wetlands, and if a hydrologic link could not be
maintained, to consider these areas as impacted and include them in the total wetland impacts. Talbert & Bright
determined that a hydrologic connection could not be maintained to two of the severed wetland areas, and that these
wetland areas were included in the total wetland impacts.
Attached to this email is the response to the Corps letter, dated April 3, 2012. Please note that you will receive a hard
copy of the response to the Corps, but I also wanted to provide you an electronic copy.
Per our phone conversation, the 401 WQC should be revised to authorize 16.84 acres of permanent wetland impact, 30 If
of permanent stream impact, and a mitigation ratio of 1:1 for wetland mitigation.

This letter is in response to your letter dated April 3, 2012 regarding the wetlands permit
application for Columbus County Municipal Airport (CPC).
As requested, we have coordinated the wetlands mitigation credits that must be purchased
through Stone Farm Mitigation Bank. As indicated in the attached acceptance letter, Stone Farm
Mitigation Bank has reserved 16.9 acres of riparian wetlands mitigation required for the
proposed project.
We have also reviewed the limits of wetlands disturbance as requested in your letter as it relates
to wetland areas being severed from larger contiguous wetland units due to the proposed parallel
taxiway. It was determined that there was no way to maintain the long term viability of some of
the wetland areas where the parallel taxiway would severe the hydrologic connection between
these wetlands and adjacent wetlands. hi the post - development condition, these hydrology of
these wetlands areas would be significantly reduced due to a significant reduction of drainage
area, resulting in secondary impacts to these wetlands. Therefore, these wetland areas have been
included in the proposed impact areas, resulting in an increase of 0.81 acres of additional
wetland impacts. We have revised the drawings Wl.l through W1.6 to depict those wetland
areas that will no longer have a hydrologic link remaining. It was determined that two wetland
areas as shown on drawings W1.2 and W1.5 will continue to maintain a hydrologic connection to
the adjacent wetlands due to new culverts being installed under the proposed taxiway. The total
proposed wetland impacts now consist of 16.84 acres and the revised wetlands impacts are being
shown in the attached revised page 2 of the wetlands permit application.

Dear Sir:
The purpose of this letter is to notify you that the Stone Farm. Regional Mitigation Bank (Bank) is willing to
accept payment for impacts associated with the above referenced project. Please note that this decision
does not assure that the payment will be approved by the permit issuing agencies as mitigation for project
impacts. It is the responsibility of the applicant to contact these agencies to determine if payment to the
Bank will be approved. It is also the responsibility of the applicant to determine the appropriate credit ratios
that will be required for the corresponding wetland and/or stream impacts. You must also comply withal(
other state, federal or local government permits, regulations or authorizations associated with the proposed
activity.
This acceptance is valid for six (6) months from the date of this letter and is not transferable. If we have not
received payment for the accepted credits of the Issued 404 Permit /401 Certification /CAMA permit
within this time frame, this acceptance, i.e, reservation, will expire. Predicated on the total payment
due to the Bank, as set forth herein, a ten (10) percent non - refundable deposit is generally due at the time of
acceptance by the Bank. However, the outright purchase of 6 credits will satisfy this requirement. It is the
applicant's responsibility to send copies of their permits to the Bank. Once the Bank receives a copy of the
permit(s), an invoice will be issued for the remaining 10.9 credits based on the information identified below.
Payment must be made prior to conducting the authorized work. It the applicant's responsibility to ensure
that the credit types and amounts identified below are consistent with the compensatory mitigation
requirements of the permits) issued. The Bank and /or its agents are not responsible for determining the
applicant's mitigation requirements.
Based on the information supplied by the applicant, the impacts that may require compensatory mitigation
are summarized in the following table:
