Enclosed please find an application to request in-lieu fee payment to the NC
Ecosystem Enhancement Program related to the construction of a 0.050 mgd
~I .wastewater treatment plant for the community of Stumpy Point, NC. The project
site will require 1.66 acres of non-riparian wetlands fill on property owned by
' Dare County. An in-lieu payment will satisfy DWQ's requirements for issuance of
a 401 Water Quality Certification and DCM's issuance of a LAMA Major Permit.
