This email is in follow up to our phone conversation regarding the 401 WQC that was issued for the Columbus County
Municipal Airport Project (DWQ Prod #1996 0975v3) The 401 WQC authorizes 16 57 acres of permanent wetland
impacts and 30 If of permanent stream impacts and required mitigation at a 2 1 ratio As discussed in our phone
coversation the wetland impacts total has changed as a result of coordination with the Corps of Engineers The Corps of
Engineers also approved a 1 1 mitigation ratio for wetland impacts Below is a synopsis of the coordination with the
Corps
On February 23 2012 the Corps of Engineers issued a letter requesting more information for the proposed project see
attached As a result of the Corps request for additional information a site visit was held with Dave Bailey with the Corps
of Engineers in order to conduct an NCWAM assessment of the proposed impact areas The result of the NCWAM
determined the wetlands to be riparian but also determined that the functional value of the wetland areas proposed for
impact to be low
Talbert & Bright submitted a response to the Corps of Engineers on April 2 2012 An electronic copy of this response
was provied to you via email on April 16 2012 As a result of the low functional value of the wetland impact areas
the Talbert & Bright proposed a mitigation ration of 1 1
In a letter from the Corps dated April 3 2012 (see attached) the Corps of Engineers agreed with Talbert & Bright s
request for a 1 1 mitigation ratio for wetland impacts due to the low functional value of these areas as determined by
NCWAM The letter from the Corps addressed several wetland areas being severed from the larger contiguous
wetlands as a result of the proposed parallel taxiway The Corps requested that Talbert & Bright demonstrate how the
hydrologic link will remain between these areas and the larger contiguous wetlands and if a hydrologic link could not be
maintained to consider these areas as impacted and include them in the total wetland impacts Talbert & Bright
uetermined that a hydrologic connection could not be maintained to two of the severed wetiano areas and that thebe
wetland areas were included in the total wetland impacts
Attached to this email is the response to the Corps letter dated April 3 2012 Please note that you will receive a hard
copy of the response to the Corps but I also wanted to provide you an electronic copy
