Plan Sheet 5 Tom Steffens asked if anyone knew where barges if used might tie up Jay
believes the most logical place would be in the deeper water along the east shoreline adjacent to
the former Maritime Museum property

The work bridge as shown on the permit drawings was set with a top elevation equal to the top of
the pile caps The pile caps were estimated to be six feet tall with the base set one foot above
Mean High Water The work bridge has an estimated depth of three feet and the estimated
clearance between the bottom of the work bridge and Mean High Water is four feet If the
elevations differ greatly Stephen Lane asked to be contacted
It was noted that the navigational channel will not be crossed by the work bridge
A question was raised about the excavation under the western end of the Gallants Channel bridge
The excavation is required to both build the bridge and to provide inspection and maintenance
access for post construction The area will be excavated to provide four feet of vertical clearance
under the bridge Also another question concerned the treatment for the spill through slope The
slope will be protected by Class II rip rap
Jay Twisdale reviewed the scheme for treating the deck runoff
Spans 1 2 will be conveyed in the shoulders to a grass swale for treatment
Spans 3 8 will be conveyed by an enclosed drainage system to a grass swale
Spans 9 — Crest (Span 17) will be conveyed by an enclosed drainage system to the infiltration
basin near the western end of the bridge
Crest — Eastern end of bridge will be conveyed via an enclosed drainage system to a filtration
basin located under span 28
Steve Sollod requested NCDOT investigate the possibility of reducing impacts to CAMA
wetlands and mentioned reinforced slopes were used at Davis Canal for the R 2245 Second
Bridge to Oak Island project Jay said NCDOT will look into the options Lonme Brooks of
SDU mentioned that maintenance of these steep embankments is very difficult
Plan Sheet 6 No questions
Plan Sheet 7 Linda Johns explained the design of the filtration basin that will be located under
the bridge The design follows the design used for the filtration basin used for the Sunset Beach
Bridge replacement project
Plan Sheet 8 Jay explained the impacts at the southern end of the 48 RCP cross pipe Mark
Staley noted the text stated Hand Clearing while the symbology showed Mechanized
Clearing The correct clearing method is Hand Clearing and the symbology will be changed to
Hand Clearing
Travis Wilson discussed the need to maintain access to the WRC boat ramp and notification if
temporary closures were necessary Ed Eatmon stated Traffic Control will have to accommodate
the boat ramp and develop plans to keep it open during construction Travis asked for a copy of
the traffic control plans when they become available
Tom Steffens asked about the grass swale located in the old roadway bed (approx —L Sta 64 +90
Lt) and if the bottom of the swale would clear the top of the 18 RCP cross pipe Jay told hum it
would

The existing gravel driveway access road to the former Maritime Museum property will be
retained and used for access to the proposed filtration basin
Plan Sheet 9 Discussion started with the location of the lift station near the northwestern end
of the Turner Street bridge Current plans don t appear to fully locate the station Roadway will
ask for additional surveys to pick up this utility Steve Sollod said the replacement station will
need to be built at least 30 back from the mean high water line (MHW is +12 msl) NCDOT
Utilities section will be made aware of this requirement Steve Lane volunteered to go out and
mark the water line with Tyler Stanton
Steve Sollod requested NCDOT investigate the possibility of reducing unpacts to CAMA
wetlands on the right (west) side of Turner Street Jay said NCDOT will look into the options
Jay discussed the 72 cross pipe and the fact that the old motel has been demolished and was
planned to be replaced by a development called Mainsail While the motel no longer exists the
Mamsad project has not progressed According to Stephen Lane and Tyler Stanton the Mainsail
project has been permitted and the minimal amount of grading work they did under their permit
filled in the CAMA wetland Tyler will revise the wetland file and delete the CAMA wetland at
this site Tyler stated the jurisdictional stream still exists and our project will still cause impacts to
this unnamed tributary NCDOT will obtain new surveys in areas such as the Mainsail project
area and update the base mapping to reflect the changes
Plan Sheet 10 A question was raised concerning the routing of pipes between —LREV Sta
89 +60 to 91 +50 The pipe running parallel to the —LREV alignment collects water from the
roadway turns right and empties out into the ditch on the right side of the roadway The ditch
drains back to the 24 cross pipe where it is conveyed to the base ditch on the left side of the
roadway The crossing of the 15 and the 24 will not create a conflict due to the adequate
vertical separation
The large base ditch on the airport side of the project will replace the existing base ditch with a 1
for 1 exchange in nutigation This new base ditch will not be tabulated as a natural channel
but only as relocation
The JS line style for the large base ditch should end not at the base of the dam, but where the
rip rap terminates downstream of the dam Tyler Stanton will work with Location and Surveys to
correct the limits of the jurisdictional stream
The wetland located at —LREV Sta 92 +00 is considered an isolated wetland and not a 404
wetland per Tyler Stanton
Jay Tw>sdale explained the design concept for the equalizer pipe that conveys water around the
I side of the detention basin Depending on tidal flow and wind influence the water will flow either
way through the pipe dust as it does now in the open ditch

Ed Eatmon said they should not affect the detention pond during construction
Plan Sheet 16 Mechanized clearing will be used due to the moderate forest growth in this
wetland
The 48 equalizer pipes will be buried approximately 1 as stated in the 4B meeting even though
it is not currently required NCDOT wants to bury the pipes to ensure the roadway fill doesn t
back up water on adjacent properties
Plan Sheet 17 There were no comments on this plan sheet
Plan Sheets 20 (Turner Street) Discussions about the newly installed boardwalk centered on
its removal Division Construction will plan on pulling all the piles and doesn t expect a problem
doing so If they do have problems they will cut the piles below the mud line
Team members don t believe the Town of Beaufort will install a new boardwalk upon completion
of the roadway project due to several factors including that the bridge will have 5 5 sidewalks on
both sides
Steve Sollod requested NCDOT investigate reducing the unpacts to the CAMA wetlands located
on the right side (west side) of —Y2 Turner Street
David Wainwright noticed the grass swale data block for the swale at —Y2 Sta 24 +50 Rt did not
include a length NCDOT will provide the information
There were comments on treating deck stormwater runoff from the Turner Street Bridge Linda
Johns explained the issues which included unsuitable soils for an infiltration basin additional
impacts to wetlands if a grass swale with the necessary false cut (earthen berm) were installed
and limited width of upland areas The current design uses a preformed scour hole (PSH) at the
outlet of the storm system This PSH reduces the energy and promotes diffuse flow of the
stormwater before it enters the adjacent CAMA wetland Agencies requested NCDOT provide
sketches of the grass swale and expected impacts to the wetlands The Hydraulics Unit will
coordinate with David Wainwright Steve Sollod and Stephen Lane
Jay explained the impacts at the western end of the cross pipe near —Y2 Sta 24 +17 Rt Bank
Stabilization will be used outside of the wetland boundary and hand clearing will be used at the
end of the pipe out to the luiiits of the bank stabilization
Tom Steffens asked about removal of the causeway to elevation of 0 2 and how that would tie
back in to natural ground He was concerned about creating a drop off or ledge mainly where
the plans show the transition ending abruptly at the Right of Way Byron Moore said they would
blend in the transition and there would definitely not be a vertical drop off

General Comments
1 The current Let date is 17 JULY 2012
The Coast Guard s public comment time in reference to the bridge height closes on Friday
November 12th
The existing Grayden Paul bascule bridge will be demolished
Discussion proceeded on the proposed bridge clearance of 65 Operators of boat
maintenance yard at Jarrett Bay are asking for unluruted vertical clearance that a bascule
bridge would allow However there are high voltage power Imes (110 000 volts) that
cross the channel at a height of 88 Boats should maintain 10 of clearance between the
top of their masts and the power Imes Also the FAA doesn t want a high bridge near the
airport where it could impinge on the required clear zones
DCM requested copies of data that NCDOT has concerning questions on the vertical
clearance for the bridge

1 Correct the symbology to show Hand Clearing and not Mechanized Clearing around
the southern end of the 48 RCP on plan sheet 8
2 Add the length of swale to the swale data block plan sheet 20 Y2 Sta 24 +50 Rt
3 Provide sketches to DWQ and DCM showing a grass swale with false cut and the unpacts
to the wetlands This swale would treat stormwater runoff from the Turner Street Bridge

Track the classification of the isolated wetland on plan sheet 10 LREV Sta 92 +00 and
notify all if the area is determined to not be a wetland
