DIFFUSE FLOW PLAN APPROVAL
Dear Mr Fonville
On October 28 2005 the Division of Water Quality (DWQ) issued an approval of a 401 Water
Quality Certification and Riparian Buffer Authorization to place fill within or otherwise impact
• 0 34 acre of 404 jurisdictional wetlands
• 249 linear feet of perennial stream
0 72 linear feet of intermittent stream
• 22 linear feet of stream (temporary)
• 18 157 square feet of Zone 1 Neuse River basin protected riparian buffer and
• 13 548 square feet of Zone 2 Neuse River basin protected riparian buffer
In order to meet Condition 9 of the above named approval for Phase 7B of this project your
consultant Mr Nicholas J Antrilli PE submitted a diffuse flow plan dated April 16 2012 which
was received by the DWQ on April 17 2012
The proposed diffuse flow plan for Phase 7B of Brighton Forest Subdivision has been reviewed and has
been found to satisfy the requirements of the Neuse Riparian Buffer Protection Rule (15A NCAC 02B
0233) You are required to meet the following conditions
The diffuse flow system (consisting of one level spreader and all associated appurtenances) all
stormwater conveyances and the grading and drainage patterns depicted on the plan sheets dated
April 4 2012 as approved by this office must be maintained in perpetuity The diffuse flow
structures shall have maintenance access and at least a 10 foot drainage easement on each side to
allow for the ability to maintain the structures and to perform corrective actions The stormwater
easements shall be recorded to provide protection of the structures from potential alterations by
future property owners

3 The applicant and/or authorized agent shall provide a completed Certificate of Completion Form
to the DWQ 401 Program within ten days of project completion (available at
