create mooring for a total of 5 boats for purposes of commercial crabbing operations T A Loving Company Inc Man made canal off Little Alligator River Tyrrell County Project Setting Dennis and Tara Foreman on behalf of T A Loving Company Inc have submitted the attached application for a CAMA Major Permit to upgrade the dockage in a barge canal off the Little Alligator River to moor a total of 5 boats for their commercial crabbing operation The project site is located at lot no T15701012 Old U S Hwy 64 (off U S Hwy 64) on a man -made canal (barge canal) off the Little Alligator River off Alligator River near Columbia in Tyrrell County North Carolina The entire property is ±30 acres in size the majority of which is wooded wetlands located on the eastern side of the property The project site is located on the eastern side of an ±100 wide upland peninsula created by two man made canals off the Little Alligator River There exists an ±1 860' long canal located immediately west of the T A Loving Company Inc western property line that terminates into a few basins in close proximity to Old U S Hwy 64 on the Pritchett property The other ±1 080' long canal commonly referred to as the barge canal borders the upland peninsula to the east and is bounded on all sides by T A Little Alligator River near Flag Point where the river is ±l 200' wide at this location The barge canal has been historically used by barges for loading and off loading of heavy materials for at least 23 years There is a nearby chartered wreck site documented by the N C Department of Cultural Resources Archaeology Section near Flag Point which consisted of a few abandoned barges on the southern shore of the Little Alligator River immediately east of the mouth of the barge canal These barges were removed sometime between the years 2007 and 2009 There are a couple of barges that are currently moored upstream in the canal at the project site The barge canal is ±60 wide and has less than 3' water depth near shore over an f4' wide shelf Water depth ±4' off the bank drops off to 6' or more There are no known SAV s located within the proposed project area of the canal Vegetation on the site includes native grasses hardwoods and pines on the peninsula and hardwood swamp species east of the project site within the large wetland area There are no Coastal Wetlands on the site The elevation of the upland peninsula is approximately V to 2' above normal water level (NWL) of the barge canal off the Little Alligator River Existing development on the property includes an impervious, packed dirt and partial oyster shell covered access road (±I 500' long by average 12 wide) located ±5' to ±10 landward of the adjacent canal to the west This access has been in existence since at least 1989 and it terminates into an oyster shell parking and turnaround area (f50' long by f31'wide) that was created within the last year The turnaround area is located in the middle of the peninsula and outside of the 30' Public Trust Shoreline AEC There are no buildings on the property and the entire shoreline is natural with no stabilization structures The property is currently being used during crabbing season by the Foreman s for loading of equipment onto boats and off loading crabs onto trucks and trailers on the peninsula A T A Loving Company Inc Man made canal off Little Alligator River Page 2 of 2 portion of the peninsula is being used to store crab pots during the crabbing season The property is bordered on the east (downstream) side by a bottomland hardwood swamp The property is bordered on the west (upstream) side by the Pritchett property consisting of a long canal with basins that are currently not being used to moor boats wooded swamp along the Little Alligator River frontage and two ponds from borrow pits There are currently no housing structures on either adjacent property Further upstream is a single family dwelling with the nearest pier being approximately 2 000 from the applicant s riparian property line The Little Alligator River is classified SC Sw by the Environmental Management Commission The Little Alligator River at this location is designated as Inland Primary Nursery Area Waters and is closed to shellfishing There are no documented archaeological sites on the applicant s property Project Description The applicant proposes a 200' long by 6' wide shore side dock 2 of which will be located —over land on the western shore of the -barge canal -near its mouth into the-Little-Alligator-River resulting in 800ft2 of shaded impact over the canal from the dock The applicant is proposing a 200' long fixed dock structure that will allow for a 2' wide access over uplands and mooring for a total of 5 commercial crabbing boats ranging from 27' to 40' in length The proposed dock will provide side to mooring for the applicant s 5 crabbing boats The slips will be located in 3' to 6' water depths The dock is being proposed for safety and ease of loading equipment onto a maximum of 5 commercial crabbing boats and off loading crabs onto trucks and trailers on land during the crabbing season Anticipated Impacts The proposed dock access will shade 400ftz of uplands and 800ft2 over the barge canal off Little Alligator River There will be some short term turbidity during piling installation Besides the dock access no upland development is Canal Off Little Alligator River Off Of Old Highway 64 Dear Ms Hedrick Dennis and I have been authorized by T A Loving to act as their agent in obtaining a CAMA permit for a shore side dock at their property located at Lot T15701012 Old US 64 off of US Hwy 64 The address is adjacent a man made canal off Little Alligator River in Tyrrell County We are proposing a 200 foot length by 6 foot wide shore side dock 4 foot of which will be -- located below NWL of man made canal off Little-Alligator River — Currently two barges hooked together are moored at the end of the canal where the canal meets land and have not been moved in years The canal is 60 foot wide therefore the proposed dock will not impede navigation because dock is 4 foot into 60 foot wide canal (<1/4 width) with widest boat 16 foot wide plus 4 foot dock = 20 foot of 60 foot wide canal = 1/3 width including widest boat Also the canal comes to a terminus through TA Loving s property being same property on both sides of this canal so there is low boat traffic The boats are there during crabbing season (March — December) The dock will be constructed approximately 127 feet from the mouth of the Little Alligator River adjacent the upland peninsula 100 feet wide on the property The purpose for the proposed dock is for crabbing We currently use five boats of lengths of 27 27 32 35 and 37 feet In order for safe
