9 PROJECT DESCRIPTION
The project site is located at 1015 1St Street adjacent to a man made canal off the A1WW in Surf City Onslow County
To get to the site from Wilmington take NC Highway 17 north toward Jacksonville Turn right onto NC Hwy 210 and
continue to NC Hwy 50 Turn right onto NC Hwy 50 and continue past the swing bridge Turn left onto NC Hwy 210 at
the intersection of NC Hwy 50 and NC Hwy 210 and travel approximately 19 miles Turn left onto 1St Street and cross
over Canal Street The property will be located on the left hand side of the road at the intersection of Canal and 1St Street
The entire tract is approximately 6 578 sq ft (0 15 ac) with approximately 551mear feet of shoreline The property is void
of any man made structures with the exception of the deteriorating bulkhead pier and dock Vegetation on the property is
limited primarily to lawn grasses and ornamental landscaping Site elevations range from 1 to 4 above Mean Sea Level
A few Wax Myrtles (Myrtca certfera) are located within the transition zone as is Grounsel bush (Baccharus haltmifolta)
Marsh elder (Iva frutescens) and Goldenrod (Sokdago canadensis) Shoreline vegetation along the upper elevations
primarily includes a thin span of Salt Meadow Grass (Spartina patens) These grasses taper off near the high water line
where regularly flooded Smooth Cordgrass (Syartina alterniflora) prevails (sparse)
The NC Division of Water Quality has classified the waters of the man made canals as SA The NC Division of Marine
Fisheries has NOT designated this area of Topsail Sound as Primary Nursery Area (PNA) and the waters adjacent to the
proposed project are CLOSED to the harvesting of shell fishing According to the Surf City Land Use Plan (LUP) the
high ground portion of this part of Surf City is classified as Developed and the waters and marsh are classified as
conservation
PROPOSED PROJECT
The applicant is requesting approval to construct approximately 55 linear feet of bulkhead a 5 x 25 access pier 10 x
16 platform and a 12 x 12 boatlift
According to the application package the proposed project would include removing the existing (dilapidated) bulkhead
located along the north property boundary bordering the canal as well as the old pier and dock The high ground located
behind the existing bulkhead has eroded over time (due to failing wall) and some coastal wetlands have become
established as a result of the saltwater intrusion The applicant wishes to backfill behind the old wall and install a new
wall immediately waterward of the dilapidated wall As a result of this proposal approximately 105 sq ft of Coastal
Wetlands (predominantly Spartina alterniflora) would be filled The new wall would tie into native ground along the
eastern side and into an existing bulkhead along the western side Once the bulkhead is complete the applicant proposes
to erect a 5 x 25 access pier which would span into the canal (southerly direction) A 10 x 16 fixed L Head platform
would be constructed at the end of the pier on the eastern side Opposite the platform along the western side of the pier
the applicant proposes to install a 12 x 12 boatlift According to the plans the proposed project would be located a
minimum of 15 from the common riparian corridor line to the east (Town of Surf City) however the boatlift would be
located within the 15 riparian corridor setback located to the west (Lee property) Mr Padgett has received a waiver from
Ms Lee allowing encroachment into the 15 riparian corridor setback Water depth measurements in the vicinity of the
proposed boatlift and platform average approximately 3 0 to 4 0 relative to Normal Low Water (NLW) As proposed
the structures would consist of two (2) slips would be located within the established pier head line and within t/4 of the
width of the water body
10 ANTICIPATED UAPACTS
The proposed project would result in the filling of approximately 105 sq feet of Coastal Wetlands (predominantly Spartina
altermflora) Approximately 1 100 sq ft of high ground would be disturbed and/or filled as a result of the bulkhead
installation The pier platform and boatlift would incorporate approximately 429 sq ft of Estuarine and Public Trust
waters Minor increases in turbidity should be expected during the bulkhead installation event however no long term
adverse impacts are anticipated Sedimentation and erosion control structures would be installed to prevent transport of
material off the property

NARRATIVE
For
Mr Mike Padgett Waterfront Proposal
SCOPE
Mr Aaron Smith is requesting to construct the following
1 Replace the existing failing bulkhead with 50 of new bulkhead
2 5 x 25 walkway
3 10 x 16 dock/sittmg area
4 Boat lift with 4 pilings
This proposal is consistent with other lots in this subdivision
ENVIRONMENTAL IMPACTS
The existing bulkhead is estimated 20 -30 years olds and is currently dilapidated Areas
have eroded behind the existing bulkhead in the last several years Because of these
failures water has infiltrated the bulkhead from the loss of sediment on the mainland side
of the bulkhead near the center of the lot This area is approximately 7 x 15 and has
some limited signs of coastal wetlands The existing bulkhead also has a small triangular
piece for some unknown reason and with this project we are requesting to eliminate this
section of bulkhead and replace with more of a tangent section of bulkhead as shown on
the plans Disturbance of these wetlands will be in this 105 square foot area Once the
proposed bulkhead is constructed the area that formed due to the erosion from the
existing bulkhead will be filled in when backfillung the bulkhead
This proposal will stop and prevent any type of erosion in the future
