Please find attached for your review the PCN application for the NWP 14 for the Old Crews Road widening and culvert
crossing project at the intersection of Old Crew Road and Beaverdam Creek As a part of the Town of Kmghtdales
Transportation Improvement Plan the culvert at the intersection of Beaverdam Creek and Old Crews Rd is required to be
replaced NCDOT is providing some of the funding for this project The widening of Old Crews Rd also required as a
part of the Transportation Improvement Plan The purpose of this road project is to widen Old Crews Road at and near
the creek crossing and replace the culvert at the crossing of Old Crews Road and Beaverdam Creek at the same time This
permit application is for wetland impacts (total 0 04 acres) associated a culvert replacement and roadway widening

The site is a DOT right of way that includes vacant partially forested land along the shoulder of Old Crews Road The land
in the vicinity is primarily residential in nature and /or vacant and forested

As a part of the Town of Knightdales Transportation Improvement Plan the culvert at the intersection of Beaverdam
Creek and Old Crews Rd is required to be replaced NCDOT is providing some of the funding for this project Also
required as a part of the Transportation Improvement Plan is widening Old Crews Rd The purpose of this road project is
to widen Old Crews Road at and near the creek crossing and replace the culvert at the crossing of Old Crews Road and
Beaverdam Creek at the same time

This road project is going to be a road widening and enlargement/replacement of the existing culvert where Old Crews
Raod crosses over Beaverdam Creek in the NCDOT right of way The equipment used will more than likely consist of the
typical earth moving construction equipment for similar projects (excavators /track hoes bulldozers dump trucks motor
graders and compaction equipment) in order to contsruct the road widening to NCDOT specifications

D Impact Justification and Mitigation
1 Avoidance and Minimization
1a Specifically describe measures taken to avoid or minimize the proposed impacts in designing project
Shown in the attached exhibits are the anticipated culvert design and impacts resulting from replacement of the existing
culvert as well as the roadway widening Please note that the NCDOT will be preparing the design for the culvert replacement
work and providing the pipe /headwalls for installation by the Contractor constructing the roadway improvements It is our
understanding that the NCDOT will be using aluminum arch culvert pipe with aluminum headwalls for the installation We
believe there would be design maintenance and safety issues with a retaining wall adjacent to the ROW to minimize the
wetland impacts Since the wetlands extends into the existing ROW a retaining wall adjacent to the ROW would need to tie
into the wall to be provided by NCDOT We do not believe that NCDOT would allow a private wall to be connected to a public
wall within the NCDOT ROW If they did allow it it is doubtful if they would allow tie backs or a footing to extend into the
ROW consequently the wall would need to be constructed further from the ROW and would most likely result in similar
impacts to what is currently being proposed In addition maintenance would be an issue due to the proximity to the ROW as
well as the wetlands We also have concerns with the severe grade change /drop off that would be created by a retaining wall
and the resulting safety issues We are proposing 2 1 slopes to minimize the amount of wetland impacts proposed

This road project consists of a road widening a culvert replacement for the crossing of Old Crews Rd over Beaverdam Creek
The construction of the road side slopes are proposed to be constructed at 2 1 slopes to maintain the structural integrity of the
roadway but limit the impact to wetlands as much as possible
