9 PROJECT DESCRIPTION
The protect site is located at 12380 Shaw Highway adjacent to Shelter Creek in Burgaw Pender
County To locate the property from Wilmington travel west on Interstate 40 to NC Hwy 53 Turn east
on Hwy 53 and travel approximately 6 5 miles turn right onto Shaw Highway and travel approximately
0 4 mules The site is located on the left
The property consists of a 2 4 acre parcel the majority of which is elevated approximately 12 above
normal water level (NWL) The highground portion of the lot is mostly cleared and vegetated with lawn
grasses Pines (Pmus spp ) and oaks (Quercus spp ) are also growing along the property Imes The high
ground portion of the lot then drops in elevation towards the southeast corner of the parcel where it
appears a narrow upland basin may have been excavated out of the creek bank to accommodate the boat
ramp A fixed loading dock measuring 30 in length by 3 in width is located within the basin on the
western side of the boat ramp The concrete ramp measures 16 in width and extends approximately 75
landward from the normal water level (NWL) to the top of the ramp slope The existing ramp extends
approximately 24' waterward of the NWL for a total ramp length of 99
A gravel approach and parking area occupies the northeastern portion of the parcel There is evidence
that boaters also use the southwestem grassed area as a turn around and drive on the narrow high ground
area immediately east of the boat ramp The upland basin measures approximately 90 in length and
ranges from approximately 24 42 in width Shelter Creek is approximately 100 wide from bank to
bank in the general location of the basin The parcels to the north east and west of the property are
vacant The shoreline along the southern property boundary measures approximately 200 in length
There are no coastal wetlands on the property
The waters of Shelter Creek are classified as C by the Division of Water Quality The waterbody is
classified as Inland Fishing Waters by the N C Division of Marine Fisheries and NC Wildlife Resources
Commission The waters are not designated as a Primary Nursery Area and are CLOSED to the harvest
of shellfish
PROPOSED PROJECT
The applicant proposes to replace the concrete slab boat ramp construct a new floating dock for ramp
loading and unloading and to reconfigure the drive /parking areas to better direct traffic flow and create a
new handicap parking space that would also accommodate a boat trailer As proposed the ramp would
be replaced at 14 in width and shifted 15 to the east It would not extend waterward of its existing
alignment The existing ramp would be removed broken up and hauled off site Approximately 2 of
material would be excavated in the ramp footprint to achieve adequate grade and allow for an 18 base
layer of mixed stone Plans (Sheet C3) indicate a 12 layer of small riprap or surge stone under 6 of #5
#57 or #4 stone The ramp would be constructed of individual concrete slabs pushed into place over the
stone The total length of the proposed boat ramp is 120 4 which would be a 21 extension landward
into the existing gravel area Silt fence would be installed around the project area to reduce turbidity
The existing fixed pier would also be removed and a floating dock which would measure 80 in length
by 8 m width is proposed along the western side of the boat ramp m the approximate location of the
existing fixed pier The floating dock would originate on high ground approximately 40 landward of
the NWL

A concrete floating dock abutment/ramp measuring 9 in length by 9 in width is proposed immediately
landward of the floating dock and would lead to a concrete walkway to the top of the ramp The
abutment and walkway would be located landward of the 30 buffer/Public Trust Shoreline Area of
Environmental Concern (AEC) and would be ADA compliant The walkway would also lead to a
proposed ADA compliant parking space also to be located landward of the 30 buffer /AEC
The area to the west of the boat ramp with the exception of the proposed parking space would be
scan led seeded and mulched and 150 linear feet of chain and post fence is proposed to confine traffic
and parking to the gravel areas (see Sheet C 1 for details)
10 ANTICIPATED IMPACTS
The proposed boat ramp replacement would result in the excavation and fill of approximately 1 680
square feet approximately 420 square feet of which is Public Trust Shoreline and the excavation and fill
of approximately 322 square feet of Pubic Trust Area The proposed floating dock concrete abutment
walkway and parking area would result in additional areas of impervious although tht applicant asserts
the overall impervious on the site will be reduced from 15 811 square feet to 10 789 square feet (See
Sheet C1) In addition to the boat ramp replacement only 240 square feet of the floating dock (above the
NWQ would be additional impervious within the 30 Public Trust Shoreline AEC The total
impervious area within the Public Trust Shoreline would equal 660 square feet (or less than 0 11 % of the
entire 30 AEC) The proposed dock would also incorporate approximately 336 square feet of Public
Trust Area (90 square feet of which is already incorporated by the existing dock) A very small area
(estimated to be less than 100 square feet) of §404 wetlands may be impacted/filled due to the
proposed 15 shift of the ramp to the east and the enlargement of the dock The proposed dock would
extend approximately 43 into the waterbody which measures approximately 210 in width from the
landward side of the basin to the opposite bank The pier would not extend into either of the 15 riparian
corridor setbacks Disposal of excavated material would be located outside of the Public Trust Shoreline

Project Narrative
Shelter Creeklg Boat Ramp
North Carolina Wildlife Resources Commission owns a 2 4 acre tract of land located
at 12380 Shaw Highway in Burgaw NC The property currently supports a single boat
ramp a fixed dock and a gravel and dirt parking area The ramp is in very poor
shape and access to the ramp and dock are not ADA compliant
At this time the property owner /operator wish to replace the aged concrete boat
ramp (replace on same footprint) upgrade to a floating dock and approach and
provide a parking spot for a handicap vehicle pulling a boat trailer In addition to
the parking spot we are planning ADA access to the floating dock from the parking
spot
With respect to the BUA shown on the plans I have shown all areas that contain
either gravel or packed down earth where vehicle traffic has been occurring Based
on the condition of the earth this area should be considered BUA based on past
experience with NCDWQ The plans show EOG to show the areas considered BUA
(dirt and gravel) by the designer This plan calls for fencing (chain & post) to an area
located on the west side of the parking lot This area will be scarified seeded and
mulched to restore this area
The existing ramp is between 16 to 15 5 feet wide The new ramp will be 14 wide
The placement of the new ramp will be 15 feet east of the existing ramp
The sequence of construction shall be as follows
1 Mobilize to the site
2 Install silt fence as shown on the plans
3 Remove existing ramp using front end loader Ramp will be removed in as large of
pieces as possible as not to disturbed surrounding areas
4 After ramp is removed from the water it will be broken into pieces loaded in
dump trucks and transported to a predetermined area of the Holly Shelter Games
Lands (Owner held property)
5 After removal of ramp the footprint of the ramp will be excavated deep enough
to achieve the proper grade ( +/- 2 125 feet deep from top of existing ramp)
6 After excavation of ramp footprint 18 layer of stone (see sheet C3 -' Push Slab
Design detail
7 During the excavation process a section of the push slab will be formed and
poured on high ground in line with the ramp area Once cured the slab will be
pushed into place with a track hoe along the top of the gravel This process will
occur until the last push slab is in place (See plans for limit between push slab and
poured in place portion of the ramp)
8 Once push slabs have been put into place the remainder of the ramp will be
formed and poured into place
9 At the completion of the ramp construction the floating dock abutment the ADA
sidewalk and ADA parking spot will be formed and poured to the grade elevations
10 After the proper cure time of the abutment the floating dock sections will be
brought onto the site and anchored into place (The dock sections are produced
elsewhere in the state)
11 After the above activity shoe stabdrLation Oute mat) will be installed and the
project cleaned up
All work on this project will occur in the existing footprint of the site BUA will be
reduced on this site with the removal of an area on the west side of the parking lot
and restricting vehicle access

North Carolina Wildlife Resources Commission owns a 2 37 acre tract of landing located at 12380 Shaw Highway in Burgaw
NC The property currently supports a single ramp boat lunch a small foxed dock and a gravel parking area This landing is
approximately 50 years old The ramp is in very poor shape and access to the ramp and fixed dock are not ADA compliant
At this time the property owner /operator wish to replace the aged concrete boat ramp upgrade the fixed dock to a floating dock
and approach and provide a parking spot for a handicap vehicle pulling a boat trailer In addition to the parking spot we are
planning ADA access (concrete sidewalk) to the floating dock from the parking spot
All work on this project will occur in the existing footprint of the site A net decrease of BUA vnnil result from this project
