Dear Mr Matthews
The NC Department of Transportation is expenencmg bank erosion adjacent to the subject route
which is threatening the roadway shoulder We are proposing to armor the streambank on the
roadway side at two locations along an unnamed tributary to Elkin Creek (Class C) The sites are
adjacent to the water treatment plant in Elkin The primary area of concern is currently being
mowed by treatment plant personnel I presume This is clearly contributing to the problem Total
distance of armoring will be 110 linear feet
The proposed armoring will require temporary dewatering An impervious sandbag dike will be
constructed upstream of the work areas to create a small pool Clean water will temporarily be
pumped around the construction areas and will be discharged downstream Any dirty water
located inside of the construction areas will be pumped into a silt bag if necessary
Preconstruction streambed elevations will be restored once the work is complete Dewatermg
impacts will total 80 Imear feet
This project was reviewed for the presence of threatened and endangered species on May 11,
2012 This project will have no effect on any federally listed endangered plant or animal species
Historic compliance work will be scheduled and concurrence with the State Historic Preservation
Office will be obtained if required
The project impacts are not significant in nature and should improve water quality by eliminating
the ongoing erosion issue Downstream water quality standards will be protected by utilizing
appropriate BMPs during construction
