Carolina Department of Transportation ( NCDOT) has scheduled to clear grade drain base and pave SR -1933 Columbus County Total project length is 0 63 miles The roadway will be widened to 20 feet within a Right of Way of 60 feet with stabilized grass shoulders (6 foot) provided This project will require the replacement of one (1) wet cross line as shown below C ossing Roadway Station Existing Culvert I Proposed Culvert Permit Site #1 Sta 15 +96 36 LF 30" RCP 144LF36 RCP New Stream Impacts = 8 linear feet Construction of this project will require impacts to the waters of the United States in the Lumber River Basin The project is located within the 03040203 Hydrologic Unit sub basin 03 07 57 Permit Sites #1 is an Intermittent Stream channel that rated a 23 utilizing NCDWQ Stream Assessment form SR 1138 is located in Eastern Columbus County Herbert Norris Rd provides access into a subdivision Only half of the lots have been built on as of this year The surrounding community is made up of farming Permit Site #1 has intermittent stream impacts located at Station 15 +96 The current culvert is 36 LF 30 RCP NCDOT is proposing to increase that to a 44 LF 36 RCP This stream has Rd) in Columbus County A Nationwide Permit 414 / NCDENR 401 WQC 3886 is required for the project Endangered Species Plants and animals with Federal classification of Endangered (E) or Threatened (T) are protected under provisions of Section 7 and Section 9 of the Endangered Species Act of 1973 as amended As of September 22 2010 the U S Fish and Wildlife Service lists eight (8) federally protected required by the above described activities The National Register was reviewed in addition to conducting a field view of the project for significant historic features The project impacts are minor in nature and should not remove or degrade existing water quality uses Pipe sizes proposed are the minimum necessary to create a safe highway while accommodating the 25 year design storm There is no record within the NCDOT District 3 Office (Columbus County) that the road experiences flood overtopping By utilizing the erosion control measures downstream water quality standards will be protected
