SUBJECT Geotechmcal Report — Segment KID over the
Retired Fly Ash Basin at Allen Steam Station
UPDATE
Per your request I have reviewed the Duke Energy response regarding future operations
at the retired fly ash basin Duke Energy indicates that they plan to utilize the site for
future ash storage eventually adding up to 150 in elevation They plan to commence
operations in 2008
My original report indicated that the potential treatment options include bridging the
entire fly ash basin, excavation and replacement of the ash material dynamic compaction,
pile supported embankment soil nuxmg or jet grouting
The addition of ash material would all but eliminate most of these options Most were
already only marginally feasible due to the depth and quantity of ash maternal The most
reasonable solution would be bridging the entire site If the existing grade were raised,
then the bridge would have to be raised, making the height of the bridge crossing the river
impractical Alternatively the newly placed fly ash would have to be excavated and

disposed of Cut slopes through the ash would not be stable, meaning that the entire
quantity would have to be removed
It is my opinion that this alternative would be a poor choice as is and would be largely
unpractical if the Duke Energy plan to add ash were implemented
