9. Narrative Description:
The applicant's project is located at 115 Riverside Ave. in Morehead City, Carteret County.
Riverside Ave. is found by turning south off of Hwy. 70 in the vicinity of Coral Bay Marina.
The site lies on the northern side of Peletier Creek in this area.
Ms. Raper's property is 19,506 ft2 in its entirety and averages 5' in elevation above NHW.
Currently existing on the high ground portion of the site is asingle-family home with all
infrastructure. The yard is landscaped and the shoreline is stabilized with a bulkhead.
Existing waterward of the bulkhead is a 6'X30' dock with 15'X15' platform. There is a
finger pier extending off of each side of the platform. The eastern finger pier has two boat
lifts attached. Currently the docking structure extends 45' into the 400' water body. Water
depths in the docking area are approximately -6' NLW. Peletier Creek has been historically
excavated and continues to receive permits for maintenance excavation. The shoreline has a
total length of 106ft. There are single family homes with private docks on both sides of the
proposed project.
The Division of Water Quality classifies this area as SA waters. This area is not a Primary
Nursery Area. Pelletier Creek is closed to the taking of shellfish. Carteret County's Land Use
Plan dated 1996 classifies this area as Residential and Conservation within the AEC's. There
are no shellfish leases in this area. Substrate in the area is sand and mud. There were no
visible shellfish or SAV's.
10. Project Description:
The applicant is proposing to replace an existing dock by constructing a 6'X45' fixed dock
ramping down to a 6'X20' floating dock. Extending off the western side of the central pier
would be a 4'X20' finger and 3 mooring piles. This finger and mooring piles would create a
slip to accommodate the applicant's 50' houseboat. Extending off the eastern side of the
central pier would be a 4'X33' finger connecting to a 3'X34' finger and a 3'X26' finer.
Placed between the fingers would be two 13'X13' boatlifts creating an additional two slips for
a total of three slips at this docking facility. There would be a total of 392ft~ of platform area
along the 106' shoreline. The docking facility would extend a total of 70' into the 400'
waterbody and will not encroach into the channel portion. This project would not affect the
federal channel in Peletier Creek. Riparian lines are acceptable as depicted on plats along the
in~egular shoreline. A 20' setback would be maintained off of the western riparian line and an
18' setback off of the eastern. The applicant has stated that they will use the pumpout facility
at a local marina to dispose of the sanitary waste from the houseboat.
11. Anticipated Impacts:
The proposed dock at Ms. Raper's Property would result in 3.204ft2 of open water
incorporated of which 782 ft2 would be shaded. A temporary increase in turbidity will occur
during construction. There should be no hazard to navigation resulting from this project, as
the neighboring dock to the west presently extends 70' into the waterbody. No coastal marsh
would be filled, excavated or shaded during this project. This area is currently heavily used
for boating and has sufficient water depths.

We will be expanding the current access dock by 25' and reconfiguring the finger docks
from one to four. This will allow access to the present 2 boat lifts and the 1 new wet slip.
(See Drawings.)
We will be using Blue Water Marine Construction to do the work and they will be using
their floating barge to do the reconfiguration.
