South Buffalo Creek has a large urbanized watershed of about 15 square miles at the project area location. Its physical
size, base discharge, and flashy nature prevent the ability to ensure that the proposed in- stream structures can be
completely constructed in the dry. Please note that the City will require the contractor to use the best practicable means
of impacting downstream water quality. Examples are 1) only new or highly maintained equipment (to prevent fuel and
oil leaks) can be used in South Buffalo Creek; 2) work that can be accomplished from the bank must be; 3) coffer dams
with pump outs into filter bags (and similar) will be used to construct in- stream structures where practicable. All of the
work in the sloughs, Piedmont Creek, Kersey Tributary, UT1, UT2, and UT3 will be done in the dry. However, because of
the reasons mentioned above, the City is requesting an exception to the requirement to dewater South Buffalo Creek to
construct the in- stream structures.
