Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Masonboro Inlet is located between the southern tip of Wrightsville Beach, NC and the northern tip of Masonboro Island. The inlet is part of a Federal navigation project which provides for a 400 -ft wide by 14 -ft deep channel through the ocean bar to a 90 -ft wide by 12 -ft deep channel connecting to the Atlantic Intracoastal Waterway via Banks and Motts channels. The project also provides for a jetty on either side of the inlet. The north jetty was completed in 1966 and the south jetty in 1980. The north jetty is 3,650 ft in length, including a 1,000 ft long low crested weir section. The weir permits sediment to pass over the structure, depositing into the inlet complex where it is available for sand bypassing (and back passing) to the adjacent beaches. The south jetty is 3,450 -ft long, with the first 970 ft consisting of a shore anchorage section which provides the land tie -in of the structure. Shortly after the south jetty was completed, the inlet was dredged, establishing a centrally located navigation channel between the two structures. Since the channel was established in 1980, the channel has moved southward. As a consequence of this shift in the channel, the inlet side foundation has been undermined to the point where armor stone has fallen exposing the concrete sheet -pile core in some areas. This exposure causes these areas of the structure to be more inherently unstable and more vulnerable to wave attack. It is likely that the inlet side erosion will continue, further worsening the stability of the concrete sheet pile wall. 3b. Explain the purpose of the proposed project: The proposed repair /rehabilitation to an area of the existing south jetty, where erosion has made the structure unstable and prone to collapse, will restore safe navigation conditions through the inlet. Describe the overall project in detail, including the type of equipment to be used: The repair is proposed to be conducted as a one -time event to ensure the jetty's integrity and reduce the risk of structural failure. The armor stone to be used for this project will either be stockpiled on Masonboro Island, the south end of Wrightsville Beach, or left on barges (acquisiton of stockpile and staging areas will be the responsibilty of the contractor). The stones will be unloaded from barges using a barge mounted crane and placed directly onto the design template. It is proposed that the barges work mostly from the protected waters on the north side of the south jetty and within the inlet. According to the latest hydrographic survey, water depths are adequate so all work will be completed from shallow -draft barges and no work will occur on Masonboro Island proper. In the event shoals develop along the repair areas, the Corps will coordinate with Ms. Hope Sutton, Southern Sites Manager for the NC Coastal Reserve & National Estuarine Research Reserve and require that all work be conducted in accordance with her recommendations and requirements. The proposed repairs will involve three areas on the south jetty: the inlet side of the Intermediate Trunk near the elbow, the inlet side of the Main Trunk, and both the inlet and seaward side at the Jetty Head. Along the inlet side of the Intermediate Trunk, repair of the jetty is required for approximately 450 feet, where scour channels have undermined the toe protection causing the toe and armor stone to subside exposing parts of the concrete sheetpile wall. The armor stone and foundation materials have predominantly subsided vertically and horizontal displacement has appeared to have been minimal. An additional layer of 5 to 8 ton armor stone (approximately 990 tons) is proposed to protect the concrete sheetpile wall, extending approxiamately 40 feet from the sheetpile wall. The additional armor stone proposed will be founded on subsided armor stone and therefore no additional bedding stone is required. On the inlet side of the Main Trunk of the jetty, currents and wave action have eroded the underlying sand and the armor stone has subsided exposing the concrete sheetpile wall. One 300 foot section of the wall is fully visible. Analysis of the existing jetty cross - sections show that repair is needed along the Main Trunk for approximatly 800 feet. The recommended repair consists of adding a second layer of armor stone extending approximately 40 feet from the centerline of the structure on the inlet side and about 10 feet from the centerline on the ocean side. The armor stone would be 14 -22 ton, the same size as the original design, and require about 9,940 tons for the repair. The Jetty Head also requires additional armor stone due to erosion of the underlying sand. To bring the Jetty Head back to design elevation, approximately 6,280 tons of 14 to 22 ton armor stone are required from the end of the Main Trunk through the end of the head, a distance of approximately 400 feet. The stone would be placed on both the inlet and ocean side about 65 feet out from the centerline. Total impacts of the three construction areas will be approx 2.3 acres (total length of construction multiplied by 40 to 65 feet into the water). The majority of this area will involve the placement of new stone placed atop existing submerged stone. As much as practicable, these impacts will be within the footprint of the original design of the jetty. 4. Jurisdictional Determinations 4a.
