Southeastern Permit Coordinator Date: May 9, 2012 RE: Town of Holden Beach Central Reach Beach Renourishment, Brunswick County Biologists with the North Carolina Wildlife Resources Commission ( NCWRC) have reviewed the subject application for impacts to wildlife and fishery resources. Our comments are provided in accordance with provisions of the Coastal Area Management Act (G. S. I I3A -100 through 113A -128), as amended, and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.). The Town of Holden Beach (Town) is proposing to modify State Permit No. 14 -02 to deposit 1.310 million cubic yards of beach compatible material on a 22,000 if stretch of ocean front beach, from 262 Ocean Boulevard East, west to 781 Ocean Boulevard West in Brunswick County. Previous beach renourishment events utilized several upland borrow sources to provide the necessary amounts of beach compatible sand for a 5.7 mile long stretch of ocean front beach. The modification request alters the borrow area from upland areas to an offshore location that would avoid hard bottom areas. Additionally, the interval between nourishment events is estimated to be between 8 and 10 years due to the change in design and amount of beach fill material. The NCWRC has the following concerns and recommendations: To avoid any significant, adverse impacts, we recommend the permit be conditioned so all work, including mobilization and demobilization on ocean front beach, occur outside of the established nesting shorebird (01 April thru 31 August) and nesting sea turtle (01 May thru 15 Nov, or until the last known nest has hatched) moratoriums • Sand color and grain size can impact sea turtle nests. Monitoring activities should include observations and samples that are regularly throughout the beach disposal activities to ensure that the state criteria for color and grain size are met. If any deviations from accepted levels of beach compatible material are observed, work should cease until the dredge can be moved to an area with known beach compatible sand.
