JOl'NHR BSECUTIV[ DIItI?CIVR The North Carolina Turnpike Authority (NCTA), a division of the North Carolina Department of Transportation (NCDOT), is proposing to construct the Gaston East-West Connector toll facility from I-85 west of Gastonia in Gaston County to I-485 in Charlotte, Mecklenburg County. The project is a public proje�t. It is planned to be constructed as a design-build project, with the first phase open by 2015. The Preferred Alternative is shown in the attached Figure 1. The ultimate roadway section is proposed to be a four-lane controlled access toll facility with a 50-foot median. East of NC 273 (Southpoint Road), there would also be one auxiliary lane in each direction. The mainline design speed is 70 miles per hour with a planned posted speed limit of 65 miles per hour. The Preferred Alternative for the project crosses Lake Wylie, a part of Duke Energy Corporation's Catawba- Wateree hydro power project licensed by the Federal Energy Regulatory Commission (FERC). As shown in Figure 1, the Preferred Alternative crosses Lake Wylie at the Catawba River, South Fork Catawba River, and Catawba Creek parts of the lake. NCTA has requested from Duke Energy Corporation the initiation of a Non- Project Use Conveyance Program Application for a public toll road/bridge crossing of FERC-licensed Lake Wylie. As part of the application process, the NCTA is required to provide information to, and request comments from, various regulatory and resource agencies, including your agency. A Final Environmental Impact Statement (EIS) for the Preferred Alternative was signed by the Federal Highway Administration on December 21, 2010. The US Fish and Wildlife Service concurs the project would have No Effect on any listed Threatened or Endangered species. The State Historic Preservation Officer concurs the Preferred Alternative would have either No Effect or No Adverse Effect on historic resources in the project's Area of Potential Effect. The Preferred Alternative will impact wetlands and streams along its length, including the placement of fill in Lake Wylie. An individual Section 404 Permit will be needed from the US Army Corps of Engineers (USACE), as well as a Section 401 Water quality Certification from the NC Division of Water Quality (NCDWQ). A permit package is being prepared for submittal to these agencies. Coordination with the USACE and NCDWQ has been ongoing throughout the EIS process. A work bridge drawing and final survey drawings of each bridge crossing are included at the end of this document. The proposed three crossings of Lake Wylie are described in detail below. Catawba Creek Crossinz. The Preferred Alternative corridor crosses Catawba Creek just south of the Catawbz Land Conservancy easement. In the immediate vicinity of the Catawba Creek crossing there are two wetlands (W246 and W248) and an intermittent stream (5280�, shown on Figure 2a, that would be crossed by the Preferred Alternative final design in addition to Catawba Creek. Wetland W246 and most of wetland W248 would be bridged. Stream 5280 would be in a culvert. A small finger of the Lake Wylie project boundary (0.29 acres) along unnamed intermittent stream 5280 would be filled. The shoreline designation in the fill area is Environmental. The crossing is proposed to be dual bridge structures, each with two travel lanes, 10-foot outside shoulders, and 4-foot inside shoulders. Each bridge deck would be 41 feet 3 inches wide. In the center of the Catawba Creek crossing, the vertical clearance is a minimum of 33 feet. The Preferred Alternative corridor crosses the South Fork Catawba River portion of Lake Wylie north of Edgewater Drive (Figure 2b). On the western bank, the bridge structure will end near the bank. On the eastern bank, the proposed bridge structure will begin east of Gaither Road so that Gaither Road passes under the Gaston East-West Connector. The crossing is proposed to be dual bridge structures, each with two travel lanes, 10-foot outside shoulders, and 4-foot inside shoulders. Each bridge deck would be 41 feet 3 inches wide. The Preferred Alternative corridor crosses the Catawba River just north of the Allen Steam Station. On the western bank, the bridge will extend to span, with appropriate vertical clearance, the spur rail line that serves the Allen Steam Station (figure 2c). On the eastern bank, the proposed bridge structure would start near the bank. In the center of the Catawba River crossing, the vertical clearance is a minimum of 36 feet. The proposed easement areas for each crossing are shown on the survey drawings. The permanent easements are proposed to be 151 feet 3 inches wide for Catawba Creek and the South Fork Catawba River and 167 feet 3 inches for Catawba River, and include the bridge areas plus 15 feet on either side. Larger temporary construction easements of 50 feet on either side of the permanent easements are required that would bring Table 4: Proposed Easement Areas Over Lake Wylie the total width of the temporary plus permanent easement to 251 feet 3 inches for Catawba Creek and South Fork Catawba River and 267 feet 3 inches for the Catawba River. The easement areas are listed in Table 4, as well as on the survey drawings. Lake Wylie Shoreline Management Plan Shoreline Classifications are shown in Figure 2 and on the survey drawings. The shoreline classifications crossed by the Preferred Alternative final design are listed in Table 5. The proposed bridge structures would terminate inland of the shorelines of the South Fork Catawba River and Catawba River, and modifications to the shorelines are not proposed. At Catawba Creek, as shown on the survey drawings, there is a small finger of shoreline area on the east bank (designated Environmental) that is not part of the main channel that would be filled. Boating safety features would be included in the construction and operetion of the proposed crossings, similar to those employed at the NC 49 bridge. Each bent shall have reflective markers placed on the outside columns. The reflective markers shall be approximaTely 6 feet high by 4 feet wide and shall be placed above the high water elevation. During construction, including the time a temporary work bridge is present, a clear horizontal channel with a minimum of 12 vertical feet of clearance over the Lake Wylie full pond elevation of 569.4 MSL will be maintained for boaters and designated by reflective signs.
