The North Carolina Division of Marine Fisheries (DMF) submits the following comments
pursuant to General Statute 113 -131. DMF has reviewed the CAMA Express Major permit
application from The Reeds and Prunas regarding the proposed construction of a fixed, 2 -slip
dock in Charles Creek in Sneads Ferry. Charles Creek is designated as Primary Nursery Area
(PNA). Depths at this location are between 1.0 and 1.7 feet at MLW.
Primary Nursery Areas are essential for post - larval and juvenile species of finfish, crabs and
shrimp because they afford food and protection during a vulnerable period of their life cycle.
To protect such sensitive areas, Division of Coastal Management rules prohibit new dredging in
Primary Nursery Areas, and DMF prohibits the use of bottom disturbing fishing gear. Operating
boats in water depths of less than two feet often results in bottom disturbance due to "prop
dredging ". The addition of a 2 -slip fixed dock at this location will likely result in prop dredging
impacts to PNA.
DMF does not object to this project if a condition is placed in the permit that prevents dockage
of vessels other than canoes, kayaks, and jet skis.
