SUBJECT: NCDOT request for a CAMA/ Dredge and Fill permit for US 158 improvements
in Hertford County.
We have reviewed the information included in the package received from the Division of
Coastal Management. Our comments are provided in accordance with provisions of the Fish and
Wildl' fe Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et. seq.) and the Coastal
Area Management Act (G.S. 113A-100 through 113A-128).
We do not object to the issuance of the CAMA permit for this project provided that the
following conditions are included in the CAMA Permit:
1. All riprap placed in-water should be free of pollutants and soil,
2. Live concrete should not be allowed to contact the water in or entering into the
stream.
3. Turbidity curtains should be used where practicable to contain all bottom disturbing
activities, including pile or casement driving/vibrating/jetting, placement of riprap,
excavation or filling. Excessive silt and sediment loads can have numerous
detrimental effects on aquatic resources including destruction of spawning habitat,
suffocation of eggs, and clogging of gills of aquatic species.
4. NCDOT should adhere to the in water work moratorium of February 15 to June 15
for Mill Branch, Potccasi Creek, and their associated perennial tributaries due to the
presence of River herring in these systems.
NCDOT is expected to use Best Management Practices for the protection of Surface
Waters and Sedimentation and Erosion Control measures sufficient to protect the aquatic
