Project Description
The Gaston East West Connector also known as the Garden Parkway would be a controlled
access toll road extending from 1 85 west of Gastonia in Gaston County to 1 485 near the
Charlotte Douglas International Airport in Mecklenburg County
A Draft Environmental Impact Statement (Draft EIS) was published in April 24 2009 The Draft
EIS evaluated twelve Detailed Study Alternatives (DSAs) with DSA 9 identified as the
Recommended Alternative Public Hearings were held in June 2009 Based on the Draft EIS and
comments received during the public review period the Federal Highway Administration (FHWA)
North Carolina Turnpike Authority (NCTA) and North Carolina Department of Transportation
(NCDOT) identified DSA 9 as the Preferred Alternative and documented this alternative in the
Final EIS published in December 2010
Final roadway design and schematic hydraulic design have been completed for the portion of the
project from NC 279 (S New Hope Road) to the project terminus east of 1 485 an
approximately 6 mile section including mainline bridge crossings of the South Fork Catawba and
Catawba Rivers This section is highlighted in Figure 1

Purpose
Visit Linwood Springs Golf Course mitigation site and review existing conditions and proposed hydraulic
design at three proposed culvert locations as requested by agencies at the June 9 2011 Concurrence Point
(CP) 4B meeting [Note at the CP 4B meeting agencies also requested to visit Stream 5297 however during
the field visit it was agreed not to visit this site ]
Summary
Linwood Springs Golf Course Site Visit NCDOT recently purchased the Linwood Springs Golf
Course in Gastonia to use as a mitigation site for this project and /or others in the area The site visit
at Linwood Springs Golf Course began with a review of mapping depicting the jurisdictional
delineation and a discussion of the various resources on the site The delineation previously
performed for the Garden Parkway did not include resources located within the limits of the golf
course and Atkins staff has subsequently mapped all site features Atkins staff is also preparing a
conceptual mitigation plan which includes an assessment of existing conditions and the proposed
restoration concept Under existing conditions surface water on the site is contained within numerous
ponds (water hazards) that drain to Crowders Creek through vegetated ditches and an underground
drainage network
Crowder s Creek was observed by the group from the southern most golf cart crossings where it was
noted that streambank vegetation is disturbed and maintained Crowder s Creek shows evidence of
dredging and straightening as well as manipulation to stream banks including artificial levees
constructed to keep flood waters within the channel and away from the fairways Priority 2 restoration
is proposed for Crowders Creek From the bridge crossing over Crowders Creek it was also observed
that an unnamed tributary to Crowders Creek that enters the site from the west (S59) is routed
through a series of ponds and then a linear vegetated ditch A combination of Priority 1 and 2
restoration is proposed for the unnamed tributary
The remaining tributaries that enter the site from the northeast were not reviewed during the site visit
in the interest of reviewing the culvert crossings requested by agencies at the June 2011 Concurrence

Point 4B meeting A second site visit with the USACE and NCDWQ is planned to review the
delineation and discuss the restoration concept in more detail
• Site #1 Stream S296 (Sheet 10) A 2 cell 7x6 foot reinforced concrete box culvert (RCBC) is
proposed to convey cross drainage associated with Stream S296 The culvert length is 395 feet with
an approximate slope of 0 76 percent The alternate box will include a concrete sill and a floodplain
bench Class I nprap will be placed on stream banks as specified on the outlet channel improvement
details Stream S296 has an average width of 6 feet and an average depth of 2 4 inches
At the CP 4B meeting agencies noted that the alignment of the culvert inlet at the end of a meander
may be of concern The group discussed potential realignment If the inlet was realigned it would
likely impact approximately 60 linear feet more of S296 If the fill slope was steepened so the culvert
inlet was farther downstream the steeper slope may be difficult to stabilize The currently proposed
fill slope is at 2 1 A steeper slope may require rock plating Another challenge will be getting the
water from the lateral ditches to the culvert particularly if the culvert is realigned
During the field visit severe stream bank erosion was observed approximately 50 upstream of the
proposed RCBC inlet USFWS expressed concern about drainage that is being ditched to the inlet of
the proposed RCBC USFWS and NCDWQ stated that they preferred reducing the skew of the
proposed RCBC considering the existing upstream erosion and stream meander They also inquired
about the possibility of shortening the proposed RCBC Mr Rogers stated that the current design is
utilizing 2 1 fill slopes therefore in order to steepen these proposed slopes rock plating would have
to be utilized NCTA/HNTB will investigate changing the skew of the proposed RCBC

• Site #2 Stream S300 (Sheet 30) A 2 cell 6x6 foot box culvert is proposed for the crossing of Stream
S300 associated with the proposed Tucker Road service road located to the southwest of the NC 273
(Southpoint Road interchange) The culvert would be approximately 166 feet long with an approximate
1 2 percent slope Stream S300 has an average width of 3 5 feet
NCDWQ expressed some concern over the width of the existing stream channel relative to the
proposed RCBC cell width of 6 feet However after viewing the existing stream no further revisions
were requested and no further action is required
Site #3 Stream S312IW317 (Sheet 41) At this location there is a proposed service road (connecting
Garrison Road to Dixie River Road) crossing of Stream S312A (Beaverdam Creek) downstream of the
mainline crossing of Beaverdam Creek There is the main channel of the creek and an adjacent
wetland (W317) with an enclosed intermittent stream (Stream S318A) on the west side of the creek s
floodplain A 2 cell 10x5 foot box culvert is proposed for Stream S312A and a 2 cell 10x4 foot box
culvert is proposed for Wetland W317 and Stream S318A These are sized to meet FEMA
requirements The fill slopes are 2 1 and it would not be practicable to steepen them in this location to
reduce the culvert lengths
At the CP 4B meeting on June 9 2011 USFWS asked if the roadway could be shifted slightly south to
an area where Wetland W317 is narrower It was also noted that this site was discussed at the
Concurrence Point 2A meetings held March 4 2008 and April 8 2008 The site is referred to as
crossing KD29 in the meeting minutes At the CP2A meeting the USACE noted that the wetland
W317 near crossing KD29 was highly silted Sediment was observed throughout the streams and
wetlands in this area At that time the attendees agreed a culvert was the appropriate hydraulic
structure
During the field visit both the wetland and stream sites were reviewed The group observed that the
proposed RCBC cell width is consistent with the existing stream width for S312 NCDWQ and USACE
that the current proposed roadway alignment is satisfactory since it appears that a shift in the
alignment to minimize wetland impact would likely increase stream impacts

Purpose
Discuss hydraulic schematic designs for the projects permit application section from NC 279 to 1 485
as part of the concurrence process for NEPA/404 Merger Concurrence Point 4b — minimize
impacts /preliminary drainage
Discussion
Ms Shumate opened the meeting with introductions and a review of the agenda and the project schedule
The schematic hydraulic design segment presented at this meeting will be submitted for the Section 401/404
permits The permit application will be similar to the application submitted for the Monroe Connector There
will be a segment with additional design detail including hydraulic design with the remainder being preliminary
design as presented in the Final EIS The permit level design section for the Gaston East West Connector is
approximately 6 miles in length which is proportionately more of the total project length than the permit level
design segment submitted for the Monroe Connector Also for the Gaston East West Connector many of the
design refinements that reduce jurisdictional impacts (e g reduced number of lanes and reduced median)
have already been incorporated into the design plans to be submitted for the permit This should reduce the
potential number of permit modifications that may be required
The NCTA is planning on constructing the entire length of the project at one time using two design build
contracts Statements of Qualification from interested design build teams have been submitted but have not
been opened NCTA is planning to review the Request for Proposals and may make some modifications in
the request and /or in the construction segments The construction segments may or may not match the permit
sections exactly
Mr Byrd reviewed each plan sheet (Sheets 4 through 52) and discussed the proposed schematic hydraulic
design features Mr Byrd noted that overall most of the project length can implement grass swales for
drainage The printed plans show all the cross pipes but none of the closed system drainage although most
of that work has been completed The plan sheets for the mainline are numbered beginning at the NC 279 (S
New Hope Road) interchange and heading east to 1 485 (Sheets 4 through 26) Higher numbered sheets
(Sheets 30 52) are located on service roads or on the cross streets having interchanges with the Gaston East
West Connector A summary of the discussion for each plan sheet is provided below Questions comments
and requests are noted for each sheet as applicable
It is noted that the pdfs used to print the plan sheets did not print properly in some instances These will be
corrected and new pdfs will be provided to the agency coordination team
SCHEMATIC HYDRAULIC DESIGNS
SHEETS 4 and 5
There are no jurisdictional resource features on Sheet 4 or Sheet 5 Sheet 4 the NC 279 (S New Hope Rd)
interchange includes cross pipes for non jurisdictional features Sheet 5 includes a lateral ditch on the north
side of the roadway
SHEET 6
A 48 inch pipe is proposed for a non jurisdictional drainage feature This non jurisdictional drainage runs into
S286 (perennial) The pipe slope is approximately 4 7 percent NCDWQ requested Class I riprap at the toe of
slope
SHEET 7
This sheet shows the western end of the dual bridges over the South Fork Catawba River This area is a
challenge from a drainage perspective Each bridge has a drainage area of approximately 1 6 acres which all
drain to the western end There will be no direct drainage from the bridges over the river The deck drains
utilized on the eastern end of the bridges outside the buffer zone will discharge over land in this area only A
collection system will collect the remaining drainage on each bridge will convey water to end bent 1 then

discharge to preformed scour holes near the end of each bridge Achieving diffuse flow will be a challenge
since the natural ground in this area is steep but the scour holes should be able to provide diffuse flow
NCDWQ will review the plans for this area to see if there are any other measures that can be implemented for
water quality benefit Ms Lespinasse requested the Bridge Survey Report (BSR) for the area Mr Byrd
provided her with a hard copy at the meeting and will email her the electronic file
Ms Chambers ( NCWRC) asked about the 100 year and 500 year scour lines shown at the bridge piers
Although South Fork Catawba River is part of Lake Wylie at this crossing location this water body is still
considered rivenne and scour needed to be calculated and accounted for in the design
SHEET 8
This sheet shows the eastern end of the dual bridges over the South Fork Catawba River This area also is a
challenge from a drainage perspective There is a low point dust east of the end bent Grass swales can be
used in this area A lateral ditch will catch storm water convey it to the swale then under the existing Gaither
Road through an existing 18 inch pipe The amount of water that will be conveyed has not been calculated
yet so it is not known at this time whether the existing pipe under Gaither Road will be able to handle the
anticipated flow If not the pipe will need to be resized
SHEET 9
This sheet includes one 18 inch pipe for a non jurisdictional drainage
SHEET 10

A culvert similar to the one for Stream 296 (Sheet 10) is proposed for Stream S297 on Sheet 11 A 2 cell 7x6
foot reinforced concrete box culvert is proposed to carry Stream S297 The culvert length is 410 feet with an
approximate slope of 2 5 percent The alternate box will include a concrete sill and a floodplain bench Class I
nprap will be placed on stream banks as specified on the outlet channel improvement details Stream S297
has an average width of 3 6 feet and an average depth of 1 4 inches
It was noted the culvert outlet alignment was good but the inlet was in a meander The east lateral ditch at
the inlet side will tie into an existing drainage feature to the east that drains into Stream S297 dust upstream of
the culvert
NCWRC recommends alternating baffles in the low flow alternate box to maintain water depth and keep
velocities to a minimum
The group agreed a site visit for this location would be worthwhile to further evaluate options

This sheet shows the NC 273 (Southpoint Rd) interchange
Stream S300 runs north south through the western quadrants (Quadrants B and C) of the interchange
Stream S300 is intermittent through the interchange area with an average width of 1 3 feet and an average
depth of 1 3 inches A 60 inch pipe is proposed for this stream
Stream S304 runs north south through the eastern quadrants (Quadrants A and D) of the interchange Stream
S304 begins as intermittent changing to perennial between the mainline and the eastbound on ramp in
Quadrant D Wetland 289 is located at the northern end of Stream S304 A 48 inch pipe is proposed to carry
Stream S304 under the mainline The stream will be day lighted between the mainline and the on ramp and
then be conveyed in a 60 inch pipe under the on ramp Another day lighted section will be provided before the
stream is then conveyed under the Allison Street service road in a 66 inch pipe
The group requested that interchange areas such as this are plotted at a zoomed in scale in the permit
application

This sheet includes one 30 inch pipe for non jurisdictional drainage

This sheet shows a 36 inch pipe for Stream S305 and the western end of the dual bridges over the Catawba
River The western end of the dual bridges is extended to provide clearance over the rail spur lines supplying
Duke Energy s Allen Steam Station No discussion of this sheet

This sheet shows the dual bridges over the Catawba River
SHEET 17
This sheet shows the eastern end of the dual bridges over the Catawba River This area is a challenge from a
drainage perspective due to existing topography similar to the western end of the South Fork Catawba River
bridges Each bridge has a drainage area of approximately 2 8 acres which all drain to the eastern end
There will be no direct drainage from the bridges to land or water Deck drains and a collection system on
each bridge will convey water to the eastern end and then discharge into an energy dissipator basin dust to the
south of the eastbound bridge abutment Achieving diffuse flow will be a challenge since the natural ground in
this area is steep but the energy dissipater basin should be able to provide diffuse flow In addition there is a
low point in the profile dust east of the end bent so roadway drainage from station ahead will discharge into the
same energy dissipator south of the bridge This additional roadway drainage will receive grass swale
treatment before discharging into the basin adjacent to the river
Water velocity may be a concern in this location The energy dissipator basin can be enlarged to help slow
flow but other suggestions are welcome similar to the western end of the South Fork Catawba River bridges
Ms Lespinasse asked if a pond would work Mr Byrd stated that due to the steep slopes access to a pond
for maintenance likely could not be maintained Slopes are more than 10 percent in this area Drop boxes
also are not feasible in this location due to location of pipe at the end of the bridge The area north of the
westbound bridge is even steeper than the area south of the eastbound bridge so relocating the basin to the
north would not be feasible
USFWS asked if the lateral ditch base could be widened Mr Byrd said that it could and he would incorporate
that into the plans along with a larger energy dissipator

No cross pipes or jurisdictional features are present on this sheet Ditches are shown frequently to meet the
requirements for flows in grass swales
SHEET 19
This sheet shows a 36 inch pipe conveying cross drainage associated with Stream S312 The proposed pipe
is 508 feet long with a slope of about 3 5 percent This is an intermittent stream with an average width of
2 3 feet and average depth of 1 inch A function box will be installed 20 feet from the pipe outlet to reduce
velocities
The attendees requested that NCTA verify the length of the jurisdictional segment Stream S312 as it
appeared to be short based on a review of the topography

This sheet shows the Dixie River Road interchange There are no jurisdictional resources in this area Sheet
20 was not available in the drawing packages distributed at the meeting but will be resent electronically to
attendees

This sheet shows pipes conveying Streams S318 and S318B as well as non jurisdictional drainage The
proposed size for the S318 pipe is shown in the printed plan sheets as 54 inches The current proposed size
is 48 inches The proposed size for the S318B pipe is shown in the printed plans as 36 inches The current
proposed size is 42 inches The new plans to be provided to the agency coordination team will include the
most current sizes

This sheet shows the crossing of Beaverdam Creek (Stream S312A) Beaverdam Creek has an average
width of 8 10 feet A 2 cell 11 x7 foot box culvert is proposed for the crossing of this FEMA stream The
culvert is approximately 420 feet long with an approximate 1 3 percent slope
NCWRC recommends alternating baffles in the low flow alternate box to maintain water depth and keep
velocities to a minimum
The inlet for this culvert is at an acute angle in relation to the stream alignment NCDWQ requested that the
culvert alignment be shifted a little to the west to help alleviate this issue Site constraints may allow a slight
reduction in the culvert skew angle however any shift may require additional impacts associated with the
proposed inlet and outlet channel improvements

This sheet shows the ramp connecting the eastbound Connector to northbound 1 485 A 36 inch pipe is
proposed to carry Stream S340A and S340 Wetland 324 and Point P57 would be filled

This sheet shows most of the 1 485 interchange This area includes existing 1 485 so there are few

West Boulevard is being constructed by the Charlotte Douglas International Airport The Gaston East West
Connector project includes constructing a median and two additional lanes for West Boulevard and will extend
proposed pipes being installed by the Airport for Stream S321 and Stream S339

feet
NCWRC recommends alternating baffles in the low flow alternate box to maintain water depth and keep
velocities to a minimum
The group agreed a site visit for this location would be worthwhile to further evaluate options

SHEET 41
This sheet shows the service road (connecting Garrison Road to Dixie River Road) crossing of Stream S312A
( Beaverdam Creek) downstream of the mainline crossing of Beaverdam Creek At this location there is the
main channel of the creek and an adjacent wetland (W317) with an enclosed intermittent stream
(Stream S318A) on the west side of the creek s floodplain A 2 cell 10x5 foot box culvert is proposed for
Stream S312A and a 2 cell 10x4 foot box culvert is proposed for Wetland W317 and Stream S318A These
are sized to meet FEMA requirements The fill slopes are 2 1 and it would not be practicable to steepen them
in this location to reduce the culvert lengths
USFWS asked if the roadway could be shifted slightly south to an area where Wetland W317 is narrower
NCTA will investigate an alignment shift
It was noted that this site was discussed at the Concurrence Point 2a meetings held March 4 2008 and April
8 2008 The site is referred to as crossing KD29 in the meeting minutes At the CP2a meeting the USACE
noted that the wetland W317 near crossing KD29 was highly silted Sediment was observed throughout the
streams and wetlands in this area The attendees agreed a culvert was the appropriate hydraulic structure

SHEET 45
This sheet shows the area along 1 485 south of the projects interchange Additional lanes are proposed in
each direction along 1 485 to accommodate the projects interchange ramps There are two ramp lanes in the
southbound direction and one in the northbound direction The existing 12 foot shoulders will be reduced to 4

feet resulting in a net increase in paved area of 20 feet (12 feet more per additional lane minus 8 feet less per
reduced shoulder)
There is an existing 42 inch RCP under 1 485 for Stream 5330 This culvert can remain as is The small
amount of additional impervious area will not increase storm water runoff substantially The fill slopes are
proposed to be steepened to 1 5 1 with rock plating in order to avoid any additional impact to this stream
SHEET 46
This sheet shows the area along 1 485 south of the projects interchange There is an existing culvert under
1 485 for Stream S332 The fill slope on the upstream side will be steepened to 1 5 1 and rock plated resulting
in no additional impacts to the stream on this side if raising the existing headwall is insufficient On the outlet
side the fill slopes will remain 2 1 and the existing culvert will be extended
SHEET 47
This sheet shows the area along 1 485 south of the projects interchange There are existing culverts for
Streams S335 and S321 The existing 66 inch RCP and 8 ft x5 ft box culvert under 1 485 will be extended on
the downstream ends In addition the fill slopes on the downstream side will be steeped to 1 5 1 and rock
plated in order to avoid a lateral impact to the stream The fill slopes on the upstream side will be steepened
to 1 75 1 and rock plated in order to avoid stream impacts
SHEETS 48 49
There are no jurisdictional features on Sheet 48 Stream S326 (intermittent) is shown on Sheet 49 but was not
discussed at the meeting

The sheet shows the area along 1 485 north of the projects interchange A short extension of an existing

JURISDICTIONAL RESOURCE MITIGATION
Ms Harris stated that NCDOT recently purchased the Linwood Springs Golf Course property highlighted in the
handout Crowders Creek a 303(d) listed stream runs through the center of the property The site is
intended to be used for mitigation for the Gaston East West Connector In addition to the golf course property
a number of other properties directly adjacent will be landlocked by the project and would be purchased during
the right of way acquisition phase During the permit application process the NCTA and NCDOT will be
inquiring as to whether this site will qualify for more favorable mitigation ratios due to its proximity to the project
and the quality of the mitigation that can be provided
The group agreed a site visit for this location would be worthwhile
NCTA is planning on submitting the permit application in late August
CONCLUSION
The NCTA will use the input received at this meeting to further develop the hydraulic design for the Gaston
East West Connector segment from NC 279 (S New Hope Rd) to 1 485 and will present plans along with
permit drawings at a Concurrence Point 4c meeting anticipated in August
