On April 3 2012 the Division of Water Quality (DWQ) received your application dated March 30 2012 to fill or
otherwise impact 0 014 acre of 404 wetland 10 linear feet of perennial stream channel (temporary impacts) 4 523
square feet of Zone 1 Neuse River basin protected riparian buffer and 11 942 square feet of Zone 2 Neuse River
basin protected riparian buffer for a bike and hike path The DWQ has determined that your application was
incomplete and/or provided inaccurate information as discussed below The DWQ will require additional
information in order to process your application to impact protected streams and buffers on the subject property
This project is on hold and incomplete until we receive the additional information requested below if we do not
receive the requested information your protect will be formally returned as incomplete Please provide the
following information so that we may continue to review your project

Section 3 3a S 1 indicates a temp impact however 31 inidcates that only removal of vegetation on stream
banks will occur This does not constitute an impact to a stream channel However the plans depict (what
appears to be) a pipe in the stream Please revise /resubmit this page of PCN application or plans to reflect
more accurate information
2 A stream is depicted on the soil survey within the proposed trail close to NC 56 The plans and PCN
application does not account for buffer impacts at this location Has DWQ conducted a buffer
determination for this stream If so please provide documentation If not please contact DWQ to schedule a
buffer determination [Please note that not having buffer determinations conducted prior to the permitting
process results in the delay of certificate approvals or return of application ]

3 The plans (near Buffer Impact B 3) refer to 2 18 HDPE pipes for stream crossing however the PCN
application does not indicate an impact Please explain this discrepancy and revise /resubmit more accurate and
consistent information
4 The buffer impacts shown on Plan Sheet C2 0 do not match the impacts on the PCN application or the inset
impact sheets Please revise /resubmit more accurate and consistent information
5 Please provide engineered plans with all ditches outlets to the buffer and pipes proposed to be installed along
the trail This plan needs to include contour lines
6 Please provide plans at 1 =50 with details showing temporary vs permanent buffer and wetland impacts
Explain how you plan to restore buffers in temporarily impacted areas
Please submit five copies of this information within 30 calendar days of the date of this letter Please send
additional information to DWQ Central Office, Attn Karen Higgins, 1650 Mail Service Center, Raleigh,
NC 27699 1650 If we do not receive this requested information within 30 calendar days of the date of this
letter your protect will be withdrawn and you will need to reapply with a new application and a new fee If you
