Dear Mr McMillan
On behalf of Knightdale Investors LLC we are requesting a Buffer Authorization from NCDWQ for
11526 sq ft of temporary buffer impacts from the construction of the obstacle course trail for the
Mudruckus MS 2012 event The Mudruckus MS 2012 is a charity adventure race which benefits the
National Multiple Sclerosis Society (NMSS) An in depth explanation of the Mudruckus MS 2012
event is provided in an email from the NMSS which is provided as an Appendix
The Mudruckus MS 2012 is being held on the ±274 acre property owned by Knightdale Investors
LLC The subject property is located on Massey Farm Road east of the intersection of Massey Farm
Road and N 1St Street (Latitude 35 574269 0N Longitude 78 737o69 0W) in Knightdale The project
is located in the Neuse River basin and onsite waters drain to Marks Creek which is classified as
C NSW (Stream Index # 27 38) The cataloging unit for the site is 03020201
Proposed Project
The project will consist of the construction of an obstacle course of which the wetlands and streams
are natural obstacles The construction of the course will require a 12 wide trail to be cleared
through the vegetated areas Where the course alignment crosses riparian buffers the trail will be
constructed by mowing a 6 wide trail through the buffers using a hydro ax and /or bush hog to mow
the vegetation as low as possible There will be no grubbing or grading within the buffers for
construction of the course trail Please note that there will not be any mechanized disturbance to
wetlands or streams for the construction of the course Standard commercial construction
equipment will be used to construct the rest of the course
Project History
NCDWQ issued a Buffer Determination Letter for the subject property on October 17 2oo6 (NBRRO
o6 255) which is still valid as a result of the Permit Extension Act A copy of the Buffer
Determination has been provided as an Appendix

Proposed Impacts
The proposed impacts consist of 5 385 sq ft (Z1 3 226 sq ft Z2 2159 sq ft) of temporary buffer
impacts for construction of a 12 wide trail for the Mudruckus MS 2012 race
Avoidance and Minimization
The Mudruckus MS 2012 race is an obstacle course of which wetlands and streams are natural
obstacles Impacts to riparian buffers have been minimized by crossing the buffer at as close to
perpendicular as possible The proposed buffer Impacts will be temporary as the trail across the
buffers will be created by mowing the vegetation as close to the ground as possible with a hydro ax
or bush hog There will be no grubbing or grading within the buffer crossings Upon completion of
the race the mowed buffer crossings will no longer be maintained and will be allowed to naturally
re vegetate
Mitigation
Since pedestrian trails are Identified as Allowable in the NRB Table of Uses no mitigation is
proposed
The current request is for 11526 sq ft of temporary buffer impacts (see attached maps and PCN for
details)

First thank you so much for your help with this It's very much appreciated
I m Jeff Furst the President of the National Multiple Sclerosis Society Greater Carolinas Chapter We
are a 501c3 non profit formed in 1946 We raise money to fund MS research and local programs and
services for people living with MS We raise this money predominantly through large scale public
events (We host the largest cycling tour event in the southeast (2 500 cyclists riding 30 to 200 miles
over a weekend in New Bern NC which we ve done for 20+ years) We also host a 3 500 person walk
at the RBC Center in Raleigh )
Muckruckus MS is our newest event Our first year was last year and it was a huge success (it was then
called Mud Run MS) Nearly 1000 runners up at Camp Butner in Stem NC (north of Durham) Camp
Butner loved it and wanted us back but due to timing conflicts they could not accommodate our June
16th date for 2012 We searched for a new site and are excited that Preston Development has
graciously offered us free use of their 270+ acre site on Knightdale Blvd an exceptional location The
Town of Knightdale and it s Mayor (Russ Killen) have enthusiastically dumped on board along with our
mayor equipment sponsor from last year Gregory Poole I feel so fortunate that so many good people
have embraced this effort
My challenge is time To have a successful event on June 16th we need several months marketing
time We have all our marketing ready to launch but cannot do so until we are assured we can use the
site So all of us Preston Development Gregory Poole Town of Knightdale the Mayor Withers and
Ravenel are working diligently to get this properly approved by the proper authorities so as to do it
right and protect all who are so generously giving of their time resources heart and effort but at the
same time do it quickly enough to allow us to market it to make it the home run event everyone wants
it to be
We have considered other sites but this is thee best one and is now our only option

Second Here s some information about the event itself MuckRuckus MS Carolina s is a 10K military
style obstacle course drenched in mud Has 20 to 30 obstacles that runners splash through over and
under It is a family event that draws college students housewives EMT Fire and Police runners
walkers outdoor folks weekend warriors athletes and non athletes Duke Women s Volley ball team
came last year we also had a couple dressed in wedding clothes some dressed as fairies and one Santa
Clause and a whole lot of other teams and individuals that came out and afterwards lit up our
FaceBook page with shouts out about how amazing it was Made us proud to be able to be a part of

delivering such an event to so many fun and enthusiastic people and it raised over $200 000 which helped a lot
of people living with MS
This is absolutely crunch time for us Making this event happen for the people we serve is my number one
priority
