The 0 66 acre project site is located at 226 East Main Street in the Town of Belhaven
adjacent Wynns Gut off Pantego Creek in Beaufort County North Carolina The project site is a
developed property situated in the business district for the Town of Belhaven At one time the
property operated as a Gas Service Station There is a 1 800 ft2 brick and block building that
adjoins a 1 800 ft2 metal building on the site The front half of the property adjacent Main Street
is concrete or asphalt The back half of the property adjacent Wynns Gut is undeveloped
vegetated with maintained upland grasses with some scattered gravel adjacent to the metal
building lined up with the garage bay doors There is some limited vehicular traffic that utilizes
the grassed areas for parking of boat trailers and access to a bay in the metal building
The shoreline closest to the buildings is stabilized with an old bulkhead failing in some
areas There is some limited usage by boats mooring side to the old bulkhead Wynns gut is a
narrow ±48 wide and relatively shallow 4 or less in water depth Just upstream of the project
area Wynns Gut passes through a culvert under Main Street affectively terminating any motor
vessel navigation upstream Boat traffic or vessel size utilizing the Wynns Gut is limited by the
navigation clearance which is 6 above the Normal water Level (NWL) under the Water Street
bridge located ±300 downstream
Wynns Gut is classified as SC NSW by the Environmental Management Commission and
Inland Waters by the Wildlife Resources Commission Wynns Gut is closed to shellfishing
Project Description
The applicant is proposing to construct a 6 wide x 140 long dock starting from the
property line on the upstream side The applicant has received a waiver of the 15 riparian
setback from the affected property owner on the upstream side of the project site The dock will
be aligned such that 2 will extend beyond the NWL and 4 will extend landward of the NWL
The dock is to be used for side to mooring of small outboard powered vessels as well as for the
launching and retrieval of kayaks and canoes The applicant reports that as many as four ±20
boats could moor at the site
Anticipated Impacts
The dock will increase boat traffic in the area and their associated impacts There will be
some short term turbidity during construction of the dock The dock will shade 280 ft2 of Wynns
Gut bottom and 560 ft2 of adjacent uplands

dmgies, kayaks, and canoes providing safe access to the boats The project is
to build a new 6' wide x approximately 140' long dock which will run
parallel to the old bulkhead, extending 2' past existing bulkhead on the water
side and 4' on the land side, with access steps, beginning at the property line
