8 PROJECT SUMMARY The applicant is proposing install three no wake buoys along
the boundaries of a formally designated no wake zone
9 NARRATIVE DESCRIPTION
The Town of Swansboro project is located waterward of the Swansboro Waterfront The will
be one buoy placed waterward of Moore Street, one buoy waterward of Main Street and one
buoy waterward of Church Street, on the White Oak River in Onslow County To reach the
project site, turn off Hwy 24 onto Front Street in Swansboro The project sites are all within
0 5 miles on the left(south) side of Front Street
There are no SAVs on site and the bottom substrate consists of fine sand with some silt
The Division of Water Quality classifies this area of White Oak River as SA HQW This
area is not a Primary Nursery Area This portion of White Oak River is closed to the
harvesting of shellfish The upland parcel associated with this project is classified as
commercial in the Swansboro LUP
10 PROJECT DESCRIPTION
The applicant is proposing to install three No Wake markers along the north side of the
Swansboro Harbor immediately waterward of the Swansboro waterfront This area is
formally designated as a No Wake Zone by 15A NCAC IOF 0369 In the immediate area
there is the Swansboro Federal Harbor, as designated by the USACE The buoys are proposed
to be installed outside (northwest) of this federally designated area The No Wake Buoys
would be of standard NCWRC size and markings and anchored to the bottom by concrete
block approximately 12 ft' of shallow bottom would be disturbed by the placement of the
three anchors
11 ANTICIPATED IMPACTS
Approximately 12 ft2 of deep bottom benthic habitat would be disturbed during placement
of the concrete anchors for the No Wake Buoys The placement of the buoys and
associated anchors should pose no environmental impact No impacts to SAVs or wetlands
would occur as a result of this project

setbacks The No Wake Zone is designated in 15A NCAC 10F 0320 (copy attached) The Town of Swansboro is designated
