SUMMARY The applicant proposes to raise an existing residence 10 above existing ground level and construct a 528 ft2 open wooden deck attached to the existing residence Mr Franklin J Cutler Pamlico River Beaufort County Project Setting The 6 acre project site is a single family residential lot located off SR 1730 Old Pamlico Beach Road West at 37 Radcliff Lane adjacent the Pamlico River near the Town of Belhaven in Beaufort County North Carolina The project site is developed with a single family residence a pier and bulkhead /ripap revetment for shoreline stabilization The lot has waterfront up the property line on the west side for 30 then across the front for a distance of 172 The existing residence is approximately 50 from the NWL of the Pamlico River as measured from the shoreline south of the residence The house is approximately 38 from the NWL as measured from the shoreline to the west of the residence The lot to the west is a sandy estuarine beach with no shoreline hardening The lot is rectangular shaped f 150 x 172 and is approximately 4 above the NWL of the Pamlico River The lot is vegetated with upland grasses The existing 36 wide x 42 long single family residence is built less than 4' above the existing grade Wastewater is handled by an existing septic tank and associated drain field that was recertified by the Beaufort County Health Department on 7 December 2011 The adjacent property to the west is an undeveloped lot and the property to the east is developed with a single family residence The surrounding area is highly developed with single family residences The Pamlico River at this location is designated as a Coastal waterbody by the NC Division of Marine Fisheries and SA waters by the Environmental Management Commission and is open to shellfishmg Protect Description This project is part of restoration/recovery project of an existing single family residence due to damage caused by Hurricane Irene The applicant proposes to raise the existing residence 10 above the existing grade and construct a 528 ft2 pile supported open wooden deck to be used to access existing entrances /doors to the interior of the house The deck is to be used for outdoor seating as well There are no proposed changes to the existing grade and existing vegetation under the proposed deck The proposed deck will encroach 252 ft2 into Zone 2 of the Tar /Pamlico
