CD N N V O V co m N nCD O � U -o 3 Cl CD 3 v eD O 3 n D) d O IA V X O^ ^ Y/ N m CA CA m Z m G) LL r ly A r 2 O Z C D O Z m x M Z N Z Responses to DWQ Comments, received under April 20, 2012 cover, from Danny Smith (RRO) 1 Please enumerate and show extent of all impacts on the plans Response The following impacts are proposed and have been clanfied on Plan Sheet RDC 60129 Shl Wetland Area 525 SF (Wetland HB ) Non Buffered Stream 60 LF (Stream SHA ") 2 Please show all stormwater conveyances (ditches, swales, etc ) on the plans Response All proposed stormwater conveyances are depicted on the plans (ditches D 1 & D 2) 3a Please explain why the stream channel cannot be returned, as close, to original pattern, profile or dimension of the stream Response During the design process with Progress Energy we have reduced the expansion of the substation to the maximum extent possible In turn we maximized the slopes to 2 1 to retain as close to the original drainage path as feasible Upon field inspection we learned that the stream channel was not stabilized Therefore to ensure the longevity of the new stream we designed the channel to handle a I Oyr storm based on the delineated drainage area 3b The plans state that work will be conducted in the channel during dry weather conditions However, please explain how you will accomplish this (is pump around, etc) and how water will be only returned to the new channel when stabilized Will you be utilizing cofferdams, sandbags, rock berms, or another diversion structure in the channel while work is being performed9 If so, please include on plans If not, please explain Response As with all construction within a stream channel we ask the contractor to review the weather forecast before proceeding with work Due to the limited amount of work required, the contractor should be able to reform and stabilize the stream bed in a few days However to provide extra precautions during the construction process we will install either a cofferdam or sandbags to restrict the flow from entering the disturbed channel A bypass pump will then collect the flow passing it through a silt bag before it is released in an undisturbed portion of the stream Appropriate information and details have been added to the plan for the contractor s use 3c Please provide ,justification and any calculations used to determine the extent of the rip -rap coverage Response Upon delineation of the drainage area it was determined that just under 26 acres was flowing to the channel Using rational method we determined the flow rate for a I Oyr storm was approximately 63 cfs Based on this flow we sized the channel and rip rap accordingly Those calculations have been added to this re submittal SURVEY/BOUNDARY NOTES: L TOPO AND BOUNDARY SURVEYED AND MAPPED FOR PROGRESS ENERGY CAROLINAS, INC. `RFa BY STANTEC CONSULTING (PROJECT # 170302105 -82U. 2.
