Dee Freeman Director Secretary April 10, 2012 Subject.- Site Inspection Carol Smith Property Beaufort County On March 22, 2012, Anthony Scarbraugh of the Division of Water Quality (DWQ) conducted a site inspection at 2508 Jay Circle in Greenville, Pitt County in response to a complaint of possible violation of Tar - Pamlico River Riparian Buffer. During the inspection, DWQ staff observed impervious surface (rip -rap) at the toe of the slope within Zone 2 of the Tar - Pamlico riparian buffer adjacent the Mill Branch. In addition, staff observed vegetation removal within Zone 1 of the riparian buffer. On March 27, 2012, Mr. Scarbraugh contacted you via telephone and arranged an onsite meeting at your request. On March 29, 2012, Mr. Scarbraugh met you at the subject property. During the conversation, you discussed and demonstrated Mr. Scarbraugh the issue of on -going erosion of your property from stormwater being routed through your property. Mr. Scarbraugh discussed the results of his previously mentioned inspection in which you provide documentation that vegetation removed within Zone 1 was the results of damage following Hurricane Irene. Mr. Scarbraugh also explained to you that the unauthorized installation of impervious material (rip -rap) within the riparian buffer is prohibited. In which you stated the measures are temporally in place to address the active erosion. You stated that you currently working with a contractor to drafted plans to design a permanent shoreline stabilization measure. At the conclusion of our conservation, Mr. Scarbraugh marked Zones 1 and 2 of the riparian buffer at your request. Mr. Scarbraugh also requested a courtesy copy of the site plan to ensure whether written authorization may be required from DWQ. In addition, Mr. Scarbraugh requested that Emily Jernigan with US Army Corp of Engineers at (910) 251 -4567 be contacted to determine the extent of 404 - jursdictional wetlands at the subject site.
