No. SAW- 2008 -02315 Ms. Feller, I have reviewed the Federal Environmental Assessment and I have the following comments: * Stream St -W should be removed from the impact table and the EA. During the February 2, 2011 CP 2a field meeting, Stream St -W was determined to be an ephemeral feature that is not subject to the permit requirement of section 404 of Clean Water Act. * The EA should explain why a 46' median is being proposed along portions of the project and a 23' median is being proposed along other portions of the project. Median widths can be further discussed at the CP 4a meeting. Thank you for the opportunity to comment. Should you have any questions related to DA permits for this project, please contact me at (910) 251 -4829.
