I have reviewed the Federal Environmental Assessment and I have the following comments:
* Stream St -W should be removed from the impact table and the EA. During the February 2, 2011
CP 2a field meeting, Stream St -W was determined to be an ephemeral feature that is not
subject to the permit requirement of section 404 of Clean Water Act.
* The EA should explain why a 46' median is being proposed along portions of the project and
a 23' median is being proposed along other portions of the project. Median widths can be
further discussed at the CP 4a meeting.
