On behalf of our clients we respectfully submit the attached information in pursuit of permits for use of
property within the Washington County Industrial Park located on Industrial Park Road Just east of the
Town of Plymouth As you know Hi Tech Recycling Inc purchased the property after consultation with
both the Town of Plymouth and Washington County for appropriately locating a metal recycling facility
The property is ideally located for such a business as it is zoned appropriately buffered from residential
uses not within the vicinity of other metal recycling facilities and has good access to major roadways
The property is located approximately 500 feet north of U S Highway 64 on Industrial Park Road in
Washington County North Carolina on the west side of the road in the Washington County Industrial
Park The property is comprised of 6 65 acres known as North Carolina Tax Parcel 6777795723 A
vicinity map is included with the application information depicting the location of the property
Bay Environmental Inc has completed a delineation of the limits of wetlands and has determined that
almost the entire property is wetlands with the exception of a narrow strip along the roadway on the
eastern boundary of the site This finding is consistent with our previous site meeting with you on July
27 2011 Wetland delineation information is included with the attached application information
The project proposes to permanently impact 4 15 acres of formerly forested wetlands (4 25 acres of
total land disturbance) The impact is comprised of 3 62 acres of fill for preparation of the site for use as
a metal recycling facility and 0 53 acres of fill and grading to construct a dry detention pond to control
site stormwater runoff The 3 62 acre disturbance includes fill grading construction of a 4 800 square
foot office /maintenance building and construction of a truck scale and scale house Avoidance and
minimization measures are discussed below

Wetland Delineation
Bay Environmental Inc wetland scientists completed a wetland delineation for the property and our
findings were consistent with the July 27 2011 meeting with the U S Army Corps of Engineers The
majority of the site is a hardwood flat wetland that has been cleared with the exception of a narrow
strip along the road frontage of the site that has been drained by the roadside ditch The wetland
delineation information is attached with this submittal
Purpose and Need
The purpose of the project is to establish a metal recycling facility at a site that is adequately sized with
sufficient truck transportation access is appropriately zoned and is buffered from non compatible land
uses The need for the project is to utilize a site within an existing industrial park which was purchased
by the applicant with the assistance and guidance of the Town of Plymouth and Washington County
Avoidance
Hi tech Recycling operates other metal recycling facilities in eastern North Carolina They generally
strive to locate a facility as far away from their other recycling facilities as possible and in an area that
does not have an overabundance of other recyclers to maximize potential for available scrap metal The
attached exhibit labeled Metal Recyclers in Eastern North Carolina depicts the location of most of the
other recycling facilities and shows that areas north and west of the proposed site contain numerous
facilities The Plymouth area of Washington County was generally not saturated with metal recyclers
and as such was a prime target for such an operation Working with the Town of Plymouth and
Washington County Hi tech Recycling was eventually directed towards the Washington County
Industrial Park Property within the park is ideally situated for an industrial use such as a metal recycler
There are no residential or retail commercial neighbors the access is good the zoning is appropriate
and the parcels are adequately sized Attached to this transmittal you will find an email from
Washington County discussing the property search and a letter from the Town of Plymouth discussing a
previously identified site which was not permitted to be used for a metal recycling facility Based on the
applicants work with the Town of Plymouth and Washington County there were no other parcels
identified which would suit the needs of the project At the time of purchase the selected property was
the last available parcel within the industrial park Therefore there were no other offsite alternatives
which suited the needs of the project
Minimization
As this was the only available alternative for a site that allowed the purpose of the project to move
forward and because almost the entire site is considered jurisdictional wetlands avoidance of impacts
to wetlands is impractical and impossible if the purpose and needs of the project are to be met
However after reviewing site layout and turning radii for tractor trailers (80 cubic yard dump trailers

expected for this operation) the applicant was able to reduce impacts from 6 55 acres (all wetlands on
the site) to 4 79 acres Further iterations of the plan after the discovery that the site was almost entirely
wetlands have reduced the proposed total impacts to 4 15 acres The proposed impacts are comprised
of 0 53 acres of impacts due to stormwater management pond construction and 3 62 acres of land for
the office /maintenance garage parking scales and scale house loading /unloading area and metal
stockpiles Not including the stormwater pond this represents use of only 56% of the site and with the
stormwater pond a use of only 64% of this industrially zoned site
Compensation
As there are unavoidable impacts to wetlands associated with the project the applicant proposes to
compensate for the losses by purchasing credits from the North Carolina Ecosystem Enhancement
Program in lieu fee fund There are no approved commercial wetland mitigation banks within the
03010107 HUC and the project site will only have 2 4 acres of unused property of which approximately
0 1 acres is not wetland The applicant will however plant the previously cleared area to provide
approximately 2 3 acres of preserved wetland The plantings will consist of hardwood tree species
During permit application review we will work with the regulatory agencies to negotiate an appropriate
ratio for such preservation and will complete the Wetland Assessment Method to determine the rating
of functions and values of the existing wetlands as well as complete the EEP request form
In summary there were no other sites available to meet the purpose and needs of the project in
Northeastern North Carolina and the selected site contains wetlands The site was selected and
purchased by the applicant after consultation with both the Town of Plymouth and Washington County
and was the only available site The applicant has reduced the footprint of the facility to reduce impacts
by over 2 acres and proposes to revegetate cleared areas with hardwood tree species

I have been working with Mrs Lisa Brigman over the last eight months to establish a Recycling
Center within the Town of Plymouth Mrs Bngman approached the Town regarding the
issuance of a conditional use permit for a site located along US Highway 64 East within the
Town of Plymouth The Town s Board of Adjustment did not vote to issue the permit and the
Bngmans were forced to locate a new site There are very few locations in the Town that meet
the criteria for the establishment of a light industrial facility like a recycling center
The Bngmans continued to work with the Town as well as the County Through these
discussions a site within the Washington County Industrial Park was identified The industrial
park property appears to meet all of the Bngmans needs while not adversely impacting
adjoining property owners
It appears that the proposed site may be the last option for the establishment of tlus business
within the Town of Plymouth, as there is very limited acreage zoned for this type of use The
Bngmans have been persistent in their attempts to locate and acquire a site that meets thew needs
while working with the Town to ensure that the property is suitable for the establishment of a
recycling center The Town supports the Bngmans efforts and will provide any information
deemed necessary to facilitate the necessary permitting of the operation

I have worked with Lisa Brigman and her husband over the course of the last several months to establish
a location for their recycling business in Plymouth NC The Brigmans were put in contact with the
County to find a suitable location for the business when all other avenues had been exhausted At the
beginning of 2011 the County sold the Brigmans the last seven acres remaining in the Washington
County Industrial Park located off of Highway 64 in Plymouth Subsequently the Brigmans informed us
that a portion of the property was identified as wetlands The County then began looking for other
suitable property for the Brigman s business The County was unable to locate any suitable substitute
for the property
This letter is to support the Brigman s application to allow for the permitting of the proposed business in
the Washington County Industrial Park As a Tier One economically disadvantaged County Washington
County strongly supports the locating of the business in our county for both economic purposes as well
the benefits that will result from offering recycling of large metal items
