PROJECT DESCRIPTION The project site is located at 9120 9h Street adjacent to an unnamed canal off the AIWW in Surf City Onslow County To get to the site from the Wilmington Regional Office take US Hwy 17 N to NC Hwy 210 (approximately 15 miles) and turn right Continue approximately 2 miles along NC Hwy 210 and turn right at the intersection of NC Hwy 210 and Rowland Ave Travel approximately 19 miles along Rowland Avenue and turn left onto New River Drive Continue along New River Drive for approximately 2 4 miles and turn left on 9'h Street The subject property will be located at the terminal end of 9`h Street on the right hand side of the road The lot is approximately 0 28 acres and existing man made features on the property include a single family residence pier docking system bulkhead and boat ramp The high ground portion is elevated approximately 2 4 feet above Normal High Water (NHW) Vegetation on the tract consists of lawn grasses ornamental trees and shrubs There are no Coastal Wetlands or 404 type wetlands on or adjacent to the subject property Including the boat ramp the applicant has approximately 110 of shoreline along the canal all of which is bulkheaded The existing pier along the western property line extends toward the west and terminates approximately 25 feet from the edge of the bulkhead The existing docking facility includes a 6 x 12 access pier 12 x 24 L head platform and 13 x 13 boatlift (located on the north side of the platform) The width of the canal in this area of Stump Sound is approximately 116 as measured from the outer edge of the bulkhead across the canal to the opposing marsh Current water depths around the existing facility range from approximately 18 to 6 0 relative to Normal Low Water (NLW) The waters of Stump Sound adjacent to the project site are classified as SA by the North Carolina Division of Water Quality They ARE NOT designated as a Primary Nursery Area (PNA) by the North Carolina Division of Marine Fisheries and they are CLOSED to the harvest of shellfish PROPOSED PROJECT The applicant proposes to construct a second access pier and docking facility along the western side of the property dust north of the existing facility Specifically a second access pier would be installed approximately 42 north of the existing pier The second pier (5 x 8 ) would span to the west and provide access to a second platform (12 x 32 ) which would be located approximately 8 north of the existing boat lift As proposed the applicant would construct a 10 x 10 covered gazebo in the center of the new platform The 10 x 10 gazebo would be the only structure (existing or proposed) with a covered roof Also two slips would be incorporated into the docking system as a result of this request One slip would be located along the outer edge of the proposed 12 x 32 elevated platform and the other slip would be located along the northern side of the platform Water depths in this area of the proposed development range from 4 0 to 6 0 relative to NLW According to the work plat drawings the proposed development would be located outside of the maintained channel (privately funded) within ' /4 of the width of the waterbody and within the applicant s riparian corridor There is no established pier head alignment along this section of the creek due to the configuration of the shoreline and the absence of docks to the north 10 ANTICIPATED IMPACTS As proposed the planned development would incorporate approximately 424 sq ft of Public Trust Waters The applicant has approximately 110 linear feet of shoreline allowing up to 880 sq ft of platform or docking space As constructed the total square footage of the existing facility (platform and floating dock) equals approximately 288 sq ft and the proposed 424 sq ft giving a total of 672 sq ft No impacts to Coastal or 404 wetlands would occur as a result of construction As previously indicated the planned development would be located within the applicant s
