9 PROJECT DESCRIPTION
The project site is located at 3 Little Neck Road on Figure Eight Island adjacent to a man made cove within
Banks Channel and Middle Sound in New Hanover County The island is accessed from the mainland at the
end of Edgewater Club Road (SR 1402) by a private bridge over the Atlantic Intracoastal Waterway (AIWW)
and an earthen causeway which traverses Middle Sound Heading east on the causeway turn right on Beach
Road South and travel south approximately 2 miles until you reach Little Neck Road which will be located on
the right Turn right onto Little Neck Road and the property of interest will be located on the left
The applicant currently maintains a two story single family residence on the property The lot is approximately
0 5 acres in size and averages 8 feet above normal high water (NHW) Upland vegetation on the property
consists of maintained lawn grass and ornamental landscaping The 76 feet of shoreline of the property is
currently stabilized with vegetation approximately 25 in width which consist of §404 type vegetation and
Coastal Wetlands such as Sea Oxeye (Borrichia frutescens) and Salt Meadow Grass (Spartina patens)
Waterward of the area of vegetation at the approximate NHW boundary is an area of low marsh which consists
primarily of Glasswort (Sakcornia spp ) and Salt Meadow Grass (Spartina patens) Waterward of the NHW
boundary in this area of the existing docking facility is an mtertidal strip of sand which is approximately 20 feet
in width The existing access pier extends into the cove and measures approximately 60 feet in length by 6 feet
in width The pier terminates onto an uncovered L head platform measuring approximately 16 feet in length
by 18 feet in width An access ramp leads from the platform onto a floating dock measuring approximately 32
feet in length by 6 feet in width which runs in the same alignment as the access pier There is an existing
boatlift, measuring approximately 13 feet in length by 13 feet in width which is located on the eastern side of
the existing floating dock The existing docking facility was modified under CAMA General Permit No 25286
D on 8/11/2000 and currently appears to accommodate up to three (3) vessels (See Sheet 1 of 3)
The New Hanover County 2006 Land Use Plan classifies adjacent waters and high ground portion of the
property as Conservation. The waters of Banks Channel and Middle Sound are classified SA ORW by the
Division of Water Quality They are NOT designated as a Primary Nursery Area (PNA) by the N C Division of
Marine Fisheries and they are OPEN to the harvest of shellfish
PROPOSED PROJECT
The applicant proposes to install a single pole boatlift to accommodate an additional vessel at an existing private
docking facility into Banks Channel A new single pole boatlift would be installed on the landward side of the
existing platform measuring approximately 8 feet in length by 6 feet in width The application states that the
existing water depth in the area of the proposed structure is approximately 0 at normal low water (NLW) The
application states that the proposed structure would accommodate a personal water craft and would provide
docking space for an additional vessel at this facility Further the application states that an additional docking
space would be designated on the western side of the existing floating dock which would allow for up to a total
of four (4) vessels at this docking facility (See Sheets 1 of 3 through 3 of 3)
10 ANTICIPATED HAPACTS
The proposed structure would mcorporate approximately 48 sq ft of Estuarine Waters and Pubic Trust Area
The existing docking facility currently extends approximately 95 feet into a waterbody which measures
approximately 385 feet across This distance appears to conform with both the 1/4 width rule and the established
pier lengths in this man made canal Due to the limited amount of water at the location for the proposed single
pole boatlift, approximately 0 feet at NLW located on this side of this man made canal as shown in the attached
work plan there will be potential for bottom disturbance and displacement of the substrate kicking by vessel
propellers to access the channel of this canal Based on the riparian corridor that was established for this side of
the cove the proposed structure would not encroach into the 15 Adjacent Riparian Corridor Setback
requirement Minor increases in turbidity should be expected during construction
