This letter is in reference to the Piedmont Natural Gas (PNG) Wayne Project The
proposed project involves installation of approximately 37 miles of 20 inch steel
transnussion pipeline in Wake Johnson and Wayne Counties The pipeline will originate
near Guy Road south of U S Highway 70 in Clayton North Carolina (35 67128° N
78 52120 W) and end on the Progress Energy property located at the existing H F Lee
facility (35 3749 ° N 78 0911 ° W) near Goldsboro North Carolina
The purpose of this letter is to revise the existing permit authorization to account for
placement of two culverts that will permanently impact a6 i1`near feet (If) of stream and
placement of fill material within 0 062 acre ofjunsdictioral wetlands in connection with
construction of a newly required permanent access road Thy - r-cess road will be
constructed entirely within the previously authorized disti ibance lints associated with
the pipeline As such, the access road will not increase the overall project impacts from
those previously authorized However construction of the road will change the nature of
its associated impacts from temporary to permanent

The relevant Jurisdictional Waters of the U S and Riparian Buffer Impact Plan Drawings
(1 5) and a Typical Cross Section Drawing (EXH 1) along with the appropriate check
($240 00) to DWQ are also included with this submittal
PERMITTING HISTORY
The project received initial authorization from the U S Army Corps of Engineers
( USACE) in accordance with Nationwide Permit No 12 on May 6 2011 The project
was granted authorization by the North Carolina Division of Water Quality ( NCDWQ)
under General Water Quality Certification No 3819 on April 18 2011
To account for minor pre construction modifications to the proposed alignment the
project received revised authorization from the USACE on October 19 2011 and by
DWQ on October 6 2011 A Neuse River riparian buffer impact modification request
was also submitted to DWQ on November 9 2011 and approved on

Additional requests for authorization to change the method of wetland or stream crossing
were also subsequently submitted but did not require USACE or NCDWQ approval as
additional impacts were not involved
The purpose and need for the proposed road and culverts is to provide permanent access
to a valve site that was mandated as part of the CSX railroad crossing The permit to
construct the pipeline beneath the railroad (via horizontal directional drill) was just
recently obtained and specified that valves must be located on either side of the crossing
Vehicular access to the valve sites is necessary in order to provide for their future
maintenance and operation An existing earthen roadway will provide access to the valve
site on the opposite (western) side of the railroad
Stream S36
Stream S36 is a channelized stream located at the edge of an open field west of Industrial
Park Drive Stream S36 is not subject to Neuse River Buffer Protection rules per a
January 2011 site visit by NCDWQ personnel The proposed work will impact 26 linear
feet (If) of Stream S36 through placement of a metal culvert with the channel The
permanent access road will affect 1 874 sf of Zone I buffer and 1 436 sf of Zone 2
impacts to which were previously authorized in connection with the original permit
application
Stream S36 1
Stream S36 1 is also a channel>zed stream located in a wooded area west of Industrial
Park Drive and east of the CSX railroad This stream is subject to Neuse River Buffer

Protection rules Construction of the access road will impact 301f of Stream S36 1
through placement of a metal culvert within the channel
Wetland WAPMAQ
This wetland complex is located adjacent to Stream S36 1 Wetland WAP abuts the
western side of Stream S36 1 while Wetland WAQ is located adjacent to the stream s
eastern side Construction of the access road will entail placement of gravel within 2 111
sf (0 048 acre) of Wetland WAP and 618 sf (0 014 acre) of Wetland WAQ
Prior to this permit revision request all project impacts have not involved a loss of waters
of the U S Construction of the access road will entail placement of fill material within
0 062 acre of jurisdictional wetlands and 56 linear feet of stream channel and will
constitute the only project wide permanent impacts
Revised project wide wetland and stream impacts including those proposed by this
revision are identified in Table 2 below

The revisions will not result in impacts to the Neuse River riparian buffers beyond those
previously authorized The access road footprint is located entirely within the
previously permitted disturbance limits and mitigation for buffer impacts at S36 1 was
provided for in connection with the original pipeline (the permanent right of way)
It should also be noted that stream crossings which impact less than 401f of buffer are
exemut from the Neuse River Buffer Protection rules
The proposed revision will result in project wide permanent impacts that do not exceed
0 10 acre of wetlands or 1501f of stream channel Accordingly mitigation for these
permanent impacts should not be required Mitigation for previously authorized wetland
conversion and riparian buffer impacts was acquired from a combination of sources
