9 PROJECT DESCRIPTION
The applicant has requested that the subject CAMA Mayor Permit application be processed under the
Express Review Permitting Program The project site is located at 1021 and 1025 Meridian Dr
adjacent to Charles Creek in Sneads Ferry Onslow County To get to the site from Wilmington take US
HWY 17 N to NC 172 in Folkstone Oust past Holly Ridge) Turn right onto NC 172 and travel
approximately 4 9 miles to Country Club Rd Turn right onto Country Club Rd and travel approximately
0 8 miles to Old Folkstone Rd Turn right onto Old Folkstone Rd and take the 2nd left onto Clay Hill Rd
From there take the 1st right onto Bill Canady Rd Take the Is' left onto Little Current Ln and then take
the 1 st right onto Derby Downs Dr Take the 2nd left onto Meridian Dr and travel approximately 0 2 miles
The subject property (1025 Meridian Dr ) will be located on the left The property is located within Escoba
Bay Equestrian & Yachting Club
The subject property consists of three parcels Lots 503 and 504 or 1025 Meridian Dr (0 647 acres)
owned by Ronald and Roxanne Reed and 1021 Mendan Dr (2 23 acres) which is owned by Dale and Chuc
Pruna The Reed s property does not extend to the normal high water (NEW) line and a finger of the
Prima s property extends from the Reed s property to below the NHW line of Charles Creek The total
shoreline length is approximately 1 004 feet with an average elevation of approximately 8 above NHW
The high ground portion of both properties has single family homes lawn grasses ornamental landscaping
and native trees including pines and oaks Along the shoreline landward of NHW are Wax Myrtles
(Myrica cerfera) Giant Cordgrass (Spartina cynocoroides) Bulrush (Scirpus spp ) and Cat tails (Typha
spp ) Waterward of NHW is a large stance of Black Needle Rush (Juncus roemarianus) measuring
approximately 60 feet in width The Prunas have an existing pier located on the northeast portion of their
property measuring approximately 6 in width by 120 in length which terminates in a fixed platform
measuring approximately 10 in width by 30 in length Adjacent to the southern end of the existing
platform is a boatlift measuring approximately 12 in width by 14 in length The existing docking facility
is designated for two (2) slips The Pruna s have granted a 20 access easement to the Reed s which
extends from northeastern property line to the NHW line of Charles Creek for the expressed purpose of
constructing a private pier
The Onslow County Land Use Plan classifies the area as Conservation The waters of Charles Creek in the
vicinity of the project, are classified SA HQW by the Division of Water Quality The area is designated as
a Primary Nursery Area (PNA) by the Division of Marine Fisheries and is CLOSED to the taking of
shellfish
PROPOSED PROJECT
The applicants are proposing to construct a 2nd pier and fixed platform As proposed the pier would
originate from the northeast corner of the Reeds property located at 1025 Meridian Dr and would extend
across a portion of the Pruna s property within the 20 access easement into Charles Creek The application
states that the pier would measure approximately 6 m width by 117 in length and elevated a minimum of
3 above the wetlands The pier would then terminate man L Head shaped elevated fixed platform
measuring approximately 8 m width by 8 in length As proposed the docking facility would provide two
(2) formalized slips for small watercraft According to the application the designated slips would be
located man area where the water depths range between 10 and 17 relative to normal low water
(NLW)
10 ANTICIPATED EMPACTS
As proposed the pier would result in the shading of approximately 360 ft' of coastal wetlands consisting
primarily of Black Needle Rush (Juncus roemarianus) and approximately 238 ft' of shallow bottom

habitat The proposed pier and platform would extend approximately 31 beyond the NLW line into
Charles Creek The project would incorporate a total of approximately 598 ft' of Estuarine Waters and
Public Trust Area As proposed the docking facility would be located within the applicant s area of
riparian access Additionally the proposed structure does not appear to extend beyond or into an adjacent
channel nor does it appear to exceed' /4 of the width of the waterbody which measures approximately 256
in the proposed location The applicant has approximately 1 004 linear feet of shorelme allowing a
maximum of 2 000 ftz of platform area As proposed the addition of the 2nd docking facility combined with
the existing docking facility would result in a total of approximately 364 ftz of platform area and would
provide dockage for a total of four (4) vessels Minor increases in turbidity should be expected during
construction however no long term impacts are anticipated

Ronald Reed and wife Roxanne Reed own 1025 Meridian Drive, Lots 503 and 504,
Section V Escoba Bay Equestrian & Yachting Community Dale A Pruna and Chuc
Pruna own 1021 Meridian Drive the adjoining property to the north of the Reeds to
Charles Creek These properties are located within Stump Sound Township Onslow
County North Carolina The Reeds were granted their property in April of 2007 and the
Prunas were granted their property in April 2008 The Prunas will be grantmg to the
Reeds a 20' Access Easement from the northern property line of the Reeds to Charles
Creek Within this easement, the Reeds intend to construct a 6' x 117 elevated wood
walkway and an 8 x 8' dock at the terminus within Charles Creek This dock would
accommodate two small watercraft The Prunas have an existing dock with a platform
measuring 30' x 10' and extends approximately 37' in Charles Creek There is an existing
boat lift on the southern side of the platform The docking facility was issued under GP#
50248 issued in September 2008 Therefore approval of this request would result in four
boat slips located on the Prunas property, which does have 1,004 feet of shorelme along
Charles Creek This request has been designed so as not to encroach within the 15
riparian setback of the southeastern adjoiner nor rest within a 15' riparian setback of the
Prunas existing dock The plans fully illustrate all details from both plan view and cross
section This portion of Charles Creek is designated as Primary Nusery Area and water
depths at the terminus of the proposed dock is 17 at NLW The Reeds are planning on
mooring only canoes or small water crafts
Maps have been prepared and recorded, so the applicant s attorney may prepare and
record the access easement These maps have also been included
