9 PROJECT DESCRIPTION
The project site is located at 425 Hughes Road adjacent to Mill Creek in Hampstead Pender County To get to the site
from Wilmington take US Hwy 17 N to Hughes Road (approximately 0 55 miles south of the intersection of Highway 17
and 210 in Hampstead) Turn right onto Hughes Road and travel approximately 10 miles The Brmkhous s property is
located on the left hand side of Hughes Road at house number 425
The lot is approximately 0 5 acres and existing man made features on the property include a single family residence pier
and docking system The high ground portion is elevated approximately 6 8 feet above Normal High Water (NHW)
Vegetation on the tract consists of lawn grasses ornamental trees and shrubs The highground transitions to an area of
high marsh consisting of Spilcegrass (Drsttchlts sptcata) Salt Meadow Hay (S ap rtina atens) and Black Needlerush
(Juncus roemerianus) which extends approximately 5 10 feet in width toward Normal High Water (NHW) The high
marsh transitions waterward to an area of low marsh that consists primarily of Smooth Cordgrass (Spartma Altern y7ora)
The existing pier located along the eastern property line was authorized by CAMA General Permit #51927 on 2/13/2008
The existing pier extends toward the east and terminates approximately 22 feet beyond the edge of the marsh (bordering
the property) The existing docking facility includes a 12 x 16 T head platform an 8 x 28 floating dock and a 13 x
13 boatlift The width of the waterbody in this area of Mill Creek ranges from 85 to 90 feet as measured from the edge
of marsh to edge of marsh Current water depths around the existing facility range from approximately 2 0 to 4 7
relative to Normal Low Water (NLW)
The waters of Mill Creek adjacent to the project site are classified as SA by the North Carolina Division of Water
Quality They ARE designated as a Primary Nursery Area (PNA) by the North Carolina Division of Marine Fisheries
and they are CLOSED to the harvest of shellfish
PROPOSED PROJECT
The applicant proposes to construct a new 12 x 12 boatlift along the southern side of the existing docking facility
Specifically the proposed lift would be located immediately adjacent to the existing floating dock The open water area of
Mill Creek widens in the area of the proposed development allowing sufficient space for the lift Water depths in this area
range from 3 0 to 4 7 relative to NLW
According to the work plat drawings the lift would be located outside of the maintained channel within ' /< of the width of
the waterbody and within the applicant s area of riparian access There is no established pier head alignment along this
section of the creek due to the configuration of the shoreline
10 ANTICIPATED IlVIPACTS
As proposed the planned development would mcorporate approximately 144 sq ft of Public Trust Waters The applicant
has approximately 100 linear feet of shoreline allowing up to 800 sq ft of platform or docking space As construction the
total square footage of the existing facility (platform and floating dock) equals approximately 416 sq ft No impacts to
Coastal or 404 wetlands would occur as a result of construction As previously indicated the planned development
would be located within the applicant s area of riparian access and within ' /< of the width of the waterbody Short term
increases in turbidity could be expected due to piling installation

GENERAL
This is an application for a mayor development permit for the addition of a boat lift to an existing
dock at 425 Hughes Road Hampstead NC 28443
The lot is located on Mill Creek in Pender County west of the AIWW, north of Futch Creek in
New Hanover County and south of Nixon Creek in Pender County
The lot is approximately 98 26 feet wide at the street 236 77 feet deep on the north side 100 53
feet wide on the creek front and 198 26 feet deep on the south side The house located on this lot
is a residence of John and Florence Brmkhous
An elevation certificate dated 10/15/2004 states that the elevation of the top of the bottom floor
which is a walk in basement is 15 0 feet The certificate states the elevation of the main floor is
25 3 feet the flood zone is A9 and the base flood elevation is 11 feet
There is currently a dock which includes a floating dock and boat lift The existing boat lift is
located on the north side of the dock This application is for a permit to add a boat lift to the
south side of the floating dock This dock and boat lift(s) are for private use by the property
owner
