Based mn this and conversations with DMFstaff, we have decided that the moratorium is not necessary in this situation. This decision is based on the type of construction work proposed, condition of the site and the habitat types present, site is not designated PNA or AFSA, and the lack of a significant anadromous fish population. Moratoriums will be applied 1m future bridge projects mna case by case basis using similar parameters. He said the bent work for the new bridge will likely take between 18 and 24 months. The work bridge will take about a month total but will not happen all at once; same deal with removing the bents. Also, he thinks it is unlikely the temp bridge will be as long as we've requested in the permit application due to the depths in the channel. Barges would be more economical and he agreed that it would be too deep to sink them, spudding would be more likely.
