Hangar P683/P687 and Airfield Roads MCAS New River
The Wilmington District Corps of Engineers (Corps) has received an application from the
US Marine Corps /Camp Leleune seeking Department of the Army authorization to
discharge dredged or fill material into waters of the United States associated with
construction of the Hangar P683/P687 and Airfield Roads on Marine Corps Air
Station (MCAS) New River, Onslow County, North Carolina
Specific plans and location information are described below and shown on the attached
plans This Public Notice with all attached plans is also available on the Wilmington
District Web Site at www saw usace army mil /wetlands

The Corps will evaluate this application and decide whether to issue conditionally issue or
deny the proposed work pursuant to applicable procedures under Section 404 of the Clean
Water Act (33 U S C 1344) and Section 10 of the Rivers and Harbors Act (33 U S C 403)
Location
The proposed Hangar and road project is located within MCAS New River north of
Southwest Creek and west of New River within the White Oak River Basin Hydrologic
Cataloging Unit 03030001 The project can be located at 34 7040825 N and 77 4318381
W
Applicant's Stated Purpose and Need
The purpose of the proposed action is to make improvements to the existing airfield facility
including its accessory components A portion of the improvements are intended to attain
compliance with Federal Aviation Authority laws for roadway and building setbacks
related to the aforementioned extension and existing runways to the west
These improvements are related and discussed in the Final Environmental Impact
Statement to support permanent increases in force at the current installation U S Marine
Corps Grow the Force at MCB Camp Lejeune MCAS New River and MCAS Cherry
Point (NAVFAC Mid Atlantic 2009)
Existing Site Conditions
The project is located entirely within the White Oak River Basin (HUC 03030001) in the
NC Coastal Plain physiographic region of the state The topography of the area is gently
rolling terrain with elevations range between 5 feet MSL along the banks of the New River
to 20 feet MSL in the center of the project area just north of Southwest Creek The project
site includes vacant land adjacent to runways and taxiways and a residential development
adjacent to the airfield
Over 3 5 acres of wetlands and 7 500 feet of jurisdictional streams have been delineated
within the project area The wetlands include palustrme deciduous needle leaved
evergreen mixed scrub shrub /emergent habitat types and coastal marsh along Southwest
Creek The soils listed by the NRCS in the project area include Lenoir Marvyn Craven
Baymeade Onslow Bolucket and Dorovan
Project Description
The following description of the work is taken from data provided by the applicant The
Marine Corps Base Camp Lejeune proposes to make airfield improvements to MCAS
New River The project area has been separated into three phases based on order of
proposed construction Phase I is further broken into component A and B Component A is
characterized by work to the Maintenance Hanger Parking Structure and Adjacent Main
and Service Roads The work includes a four module hangar facility multi level parking
structure airfield fencing roadways and intersections as well as the necessary utility
infrastructure to make a complete and usable facility Component B includes work to the
parallel taxiway and aircraft parking apron Specifically this work includes a new parallel
taxiway a new apron taxiway lighting necessary water storm electrical and telephone
infrastructure
Phase II involves improvements to the southern airfield road This proposed road would
ultimately be installed to connect the east and west parts of the airfield following
installation of the runway extension
Phase III involves the realignment of an existing road along the southwest side of the
airfield

The original plan called for additional wetland and stream impacts however the current
plan maximizes wetland avoidance and impact minimization which includes three specific
design elements First to further minimize wetland impacts and conserve building costs
the two proposed hangars were combined into one and moved farther to the south which
resulted in the road being moved to the west thus avoiding impacts to wetland W3
Second a retaining wall along wetland W4 for Phase I will limit direct impacts by
eliminating the need for fill east of the roadway This adjustment decreased impacts by an
estimated 0 63 acre Finally the parking garage was cited in a developed residential
subdivision which resulted in increased wetland impact avoidance at a considerable
expense to the Marine Corps Base the value of the existing subdivision Further
alternatives have been explored through agency inquiry
The applicant proposes to purchase credits through the North Carolina Ecosystem
Enhancement Program (NCEEP) In Lieu Fee Program to provide the necessary
compensatory mitigation for the unavoidable stream and wetland impacts associated with
this project
Other Required Authorizations
This notice and all applicable application materials are being forwarded to the appropriate
State agencies for review The Corps will generally not make a final permit decision until
the North Carolina Division of Water Quality ( NCDWQ) issues denies, or waives State
certification required by Section 401 of the Clean Water Act (PL 92 500) The receipt of
the application and this public notice combined with appropriate application fee at the
North Carolina Division of Water Quality central office in Raleigh will constitute initial
receipt of an application for a 401 Water Quality Certification A waiver will be deemed to
occur if the NCDWQ fails to act on this request for certification within sixty days of the
date of the receipt of this notice in the NCDWQ Central Office Additional information
regarding the Clean Water Act certification may be reviewed at the NCDWQ Central
Office 401 Oversight and Express Permits Unit 512 North Salisbury Street Raleigh
North Carolina All persons desiring to make comments regarding the application for
certification under Section 401 of the Clean Water Act should do so in writing delivered to
the North Carolina Division of Water Quality ( NCDWQ) 1650 Mail Service Center

Cultural Resources
The Corps has consulted the latest published version of the NHRP and is not aware that any
additional registered properties or properties listed as being eligible for inclusion therein
are located within the protect area or will be affected by the proposed work
Endangered and Threatened Species
The District Engineer based on available information is not aware that the proposed
activities requiring DA authorization will affect species or their critical habitat designated
as endangered or threatened pursuant to the Endangered Species Act of 1973
Evaluation
The decision whether to issue a permit will be based on an evaluation of the probable
impacts including cumulative impacts of the proposed activity on the public interest That
decision will reflect the national concern for both protection and utilization of important
resources The benefit which reasonably may be expected to accrue from the proposal
must be balanced against its reasonably foreseeable detriments All factors which may be
relevant to the proposal will be considered including the cumulative effects thereof among
those are conservation economics aesthetics general environmental concerns wetlands
historic properties fish and wildlife values flood hazards flood plain values (in
accordance with Executive Order 11988) land use navigation shoreline erosion and
accretion recreation water supply and conservation water quality energy needs safety
food and fiber production mineral needs considerations of property ownership and in

general the needs and welfare of the people For activities involving the discharge of
dredged or fill materials in waters of the United States the evaluation of the impact of the
activity on the public interest will include application of the Environmental Protection
Agency s 404(b)(1) guidelines
Commenting Information
The Corps of Engineers is soliciting comments from the public Federal State and local
agencies and officials including any consolidated State Viewpoint or written position of
the Governor Indian Tribes and other interested parties in order to consider and evaluate
the impacts of this proposed activity Any comments received will be considered by the
Corps of Engineers to determine whether to issue modify condition or deny a permit for
this proposal To make this decision comments are used to assess impacts on endangered
species historic properties water quality general environmental effects and the other
public interest factors listed above Comments are used in the preparation of an
Environmental Assessment (EA) and/or an Environmental Impact Statement (EIS) pursuant
to the National Environmental Policy Act (NEPA) Comments are also used to determine
the need for a public hearing and to determine the overall public interest of the proposed
activity
Any person may request in writing within the comment period specified in this notice that
a public hearing be held to consider the application Requests for public hearings shall
state with particularity the reasons for holding a public hearing Requests for a public
hearing shall be granted unless the District Engineer determines that the issues raised are
insubstantial or there is otherwise no valid interest to be served by a hearing
Written comments pertinent to the proposed work as outlined above will be received
by the Corps of Engineers Wilmington District until 5pm 11 May 2012 Comments
