The meeting was called to review design revisions with environmental impacts.
Art McMillan began the meeting by reviewing the new design and commitments.
The official use of Lake Wheeler is a secondary water supply and therefore is not subject
to Section 4(f). The City of Raleigh Public Utilities agreed that 0.33 acres of fill in the
surface water of the lake was allowable. The typical and bridge length were modified to
comply with this restriction. The new design uses the existing roadway as a detour to
build a new bridge to the west. The new bridge will be a 185' (total length) Prestressed
Girder Bridge. The bridge can not be extended to the northeast because it is not
accessible by barge. The new typical will have minimum shoulders and no sidewalks.
However, to comply with current standards the approaches will need to be widened. The
project limits were reduced so that the rock plating and retaining wall are no longer
needed.

Topics of Discussion:
Existing Commitments:
The "green sheet" required a sidewalk and clearance for a greenway. These
commitments are unfeasible due to the restrictions posed by the Public Utilities
Department. It also requires that any existing causeway be removed. If the causeway is
removed no area wold be available for treatment for the stormwater runoff. DWQ
required that the causeway remain.
Staging:
DWQ requires that the staging area be outside the buffer zones. Division requests an
access road through the buffer zone.
Off-Site Detour:
Both possible off-site detours (Lake Wheeler Road and Holly Springs Road) are over
capacity. Due to the minimum current roadway standards equal amounts of impact will
occur for replacing the bridge in place as for a new alignment to the west.
Stormwater:
The stormwater can not sheet flow off the shoulders directly into the lake. The existing
causeway will be utilized to treat some of the stormwater from the bridge. It may not be
long enough for required treatment. The Hydraulics Unit will investigate for treatment.
Nikki Thomson had not been involved with the project since the beginning and would
like to consult with John Hennessy before final approval.
