HomeMy WebLinkAboutUS 74 Bypass (2),0j MICHAEL F EASLEY GOVERNOR (W& STATE OF NORTH CAROLINA DEPARTMENT OF TRANSPORTATION December 6 2004 LYNDo TIPPETT SECRETARY L5ko � L50 V U MEMORANDUM TO Meeting Participants DEC 1 0 2004 FROM Beth Smyre DE���� Project Development Engineer Project Development & Environmental Analysis Branch SUBJECT Intersection of US 74 Bypass and SR 1435 (Charles Craft Lane) Construct grade separation Scotland County Federal Aid Project NHF 74(41) WBS 34535 TIP Project R 3334 Scoping Meeting Minutes - November 16, 2004 A scopmg meeting for the subject project was held in the Transportation Building on November 16 2004 The following people were in attendance Rob Hanson Project Development & Environmental Analysis (PD &EA) Charles Cox PD &EA Beth Smyre PD &EA Darius Sturdivant Transportation Planning Branch Rockne Bryant Transportation Planning Branch John Olinger Division 8 Brenda Moore Roadway Design Roger Kluckman Roadway Design Pat Tuttle Location & Surveys BenJetta Johnson Congestion Management Erin Hendee Congestion Management Tim Gardiner PD &EA Office of Human Environment Brad Smythe Rail Division The following is a summary of the comments made both at the meeting and through written correspondence MAILING ADDRESS TELEPHONE 919 733 3141 LOCATION NC DEPARTMENT OF TRANSPORTATION FAX 919 733 9794 TRANSPORTATION BUILDING PROJECT DEVELOPMENT AND ENVIRONMENTAL ANALYSIS 1 SOUTH WILMINGTON STREET 1548 MAIL SERVICE CENTER WEBSITE WWW DOH DOT STATE NC US RALEIGH NC RALEIGH NC 27699 1548 R )334 Scopmg Meeting Minutes 2 December 6 2004 PROJECT DESCRIPTION/ GENERAL INFORMATION The project consists of constructing a grade separation at the intersection of US 74 Bypass and SR 1435 (Charles Craft Lane) The new facility would connect Charles Craft Lane with the existing SR 1505 (Trooper Lane) both of which currently end at US 74 Bypass Charles Craft Lane is a two lane 24 foot wide roadway with soil shoulders and is classified as a minor collector The current schedule calls for right of way acquisition to begmfin February,2009 the project has a post year let date PURPOSE AND NEED According to the May 2004 Purpose and Need Statement the purpose of the 71 NV )�,prcjecttm,lo�" • Create a continuous east/west travel route through the industrial corridor linking two mayor travel routes, • Ease traffic flow between the airport and industrial park • Provide a much needed link on the existing roadway network that will reduce travel time and distance to this location from surrounding areas and • Help to reduce potential accidents in the vicinity of the airport and industrial park by separating vehicle and truck traffic at the Airport Road (SR 1436)/ US 74 Bypass interchange Darius Sturdivant noted that traffic is especially congested at times when there are shift changes at the nearby manufacturing plants Construction of the project would provide another connection between the airport and the industrial park portions of which are south of US 74 The City of Laurinburg is working to attract new industry to the area and the Laurinburg- Maxton Airport Commission is planning future improvements to increase airport activity Despite these plans the conversion of US 74 into the future 174 is the only other transportation improvement scheduled in the immediate vicinity It was asked whether any improvements should be made to the nearby Airport Road (SR 14' )6)/ Old Lumberton Road (SR 1369) intersection as a result of this project John Olinger replied that improvements probably aren t necessary at this time, as R -3334 would remove traffic from the Airport Road intersection DESIGN ISSUES The current bridge design includes two 12 -foot wide travel lanes with 6 foot wide shoulders The plan assumes a 60 mph design speed with a 17 foot vertical clearance over US 74 It was suggested that the Trooper Lane/ Old Lumberton Road intersection should be included within the project study area as the current configuration of the intersection would be deficient in handling traffic reintroduced to the road Improvements to the intersection are needed in order for truck traffic to be able to safely turn onto Old Lumberton Road Both Roadway Design and the Division agreed that some sort of intersection reconfiguration should be included in the scope of the project Following the meeting Program Development was notified of the change to the project study area and will determine what changes if any should be made in the next T I P �4
