Meeting began at 4:15
Marshall Clawson had called the meeting to keep interested parties aware of the problem
associated with the hydraulic design.
Existing Topography:
The existing slopes outside the roadway are steep. Some areas have slopes exceeding
40%. There are locations of existing erosion resulting in gullies. Even using dispersion
methods the water will reconcentrate and result in rutting.
A retaining wall is required left of station 15+70 to station 17+60 to avoid impacts to the
lake. The wall will not be able to be built with DWQ standards.
Location:
If the new road remains on the current horizontal alignment, John Conforti calculated that
the area of impacts to the lake would triple.
The off-site detour needed to replace bridge at the same location could cause a traffic
hazard at the intersection of Barney Franks and 1010.
The federal funding may be dropped if off-site detour is used. Marshall Clawson will
discuss with FHWA.

Grade:
The grade was designed to accommodate a greenway under the western end of the bridge.
This grade only increased the elevation 1.5' to 2' above the grade needed for current
design standards.
The existing roadway is overtopped by the FEMA 100-yr discharge. The elevation of the
low point can not be raised without affecting FEMA 100-yr water surface elevation.
Treatment for Discharge from Bridge:
The pipe outletting the catch basin at the low point of the roadway is at an elevation
lower than the natural ground. Therefore, stormwater will back up into the system
Removal of Existing Causeway:
The existing causeway that is no longer needed must be removed. It was debated
whether the causeway is to be removed to the lake bottom or to 1' below normal w

surface.
Sherrie McQueen's well:
A property owner has expressed concern that the current design will impact the well on
her property. As designed the well is outside project limits.
John Hennessy stated that as currently designed the project could not be permitted. A
variance may be required through EMC.
The meeting adjourned FINALLY.
